Research on Fiscal Expenditure Structure and High-Quality Economic Development: An Empirical Study Based on Panel Data from Chinese Provinces from 2007 to 2017

Abstract: This paper quantitatively measures the quality of economic development in 30 provinces in China from 2007 to 2017 by constructing a quality of economic development comprehensive evaluation index system. Based on this, a systematic GMM empirical analysis model is used to examine the effect of fiscal expenditure structure on the quality of economic development. “…From the perspective of fiscal policy, different scholars possess different views. First, the study argues that fiscal decentralization helps improve the efficiency of local government resource allocation and GDP growth rate [33], Active fiscal policy can effectively improve the quality and efficiency of economic growth [34][35][36][37]. Second, the study concludes that there are different effects of different aspects of fiscal spending on high-quality economic development [38][39][40].…”

“…Analyses of OECD countries suggest that there is a positive relationship between FD and healthcare efficiency (Arends, 2017;Sow & Razafimahefa, 2015), but in emerging economies and developing countries FD may have a negative relationship with healthcare efficiency, potentially due to corruption (Sow & Razafimahefa, 2015). In the Chinese context, Lu and Tian (2013) and Liu (2018) find a positive relationship between FD from the central to the provincial government and healthcare efficiency for 2003-2010 and 2009-2015 (though see Gong & Lu, 2013), which may point to the efficacy of administrative decentralization in the absence of political decentralization. However, to date, research has not addressed the impact of decentralization from provincial to sub-provincial governments on healthcare efficiency, even though responsibility for healthcare is widely decentralized within provinces (Shen et al, 2012).…”

“…The other is to construct a multidimensional comprehensive evaluation index system, which reveal the dynamic, complex and comprehensive characteristics of HQED. Thus, establishing a multidimensional evaluation index system has become one of the most mainstream methods [14,[20][21][22][23][24][25]. In Chinese context, the connotation of HQED is different from that of traditional quality of economic growth and more abundant.…”
