Risk Analysis and Risk Management: An Historical Perspective

Abstract: This paper reviews the history of risk analysis and risk management, giving special emphasis to the neglected period prior to the 20th century. The overall objective of the paper is to: (1) dampen the prevailing tendency to view present-day concerns about risk in an ahistorical context; (2) shed light on the intellectual antecedents of current thinking about risk; (3) clarify how contemporary ideas about risk analysis and societal risk management differ significantly from the past; and (4) provide a basis for … Show more

“…The word risk originates from the Greek word "rhiza", which refers to the hazards of sailing around a cliff (Covello & Mumpower, 1985). Webb considers that risk is often normatively defined in probabilistic and mathematical terms as it relates to the expected losses which can be caused by a risky event and to the probability of this event happening.…”

“…With Pasteur's studies in the late nineteenth century, it was possible to use the tools of statistics to evaluate the factors related to communicable diseases, giving birth to the concept of epidemiological risk (Covello;Munpower, 1985, Czeresnia, 2004.…”

“…[8] Most present-day analyses of groundwater contamination lack probabilistic risk assessment and uncertainty quantification of the kind routinely required in other engineering and environmental disciplines [Covello and Mumpower, 1985]. Specifically, a comprehensive risk analysis should provide answers to the following three questions: ''What can happen?…”
