Seasonal floods that occur in residential areas affect the socio-economic conditions of the community which will gradually lead to a level of survival. Resilience occurs because of the encouragement of the community that exposed to flood disasters to absorb and overcome the disturbances and get recover to keep continue the life, including to the community who live in flood-prone settlements in Barabai District. This study aims to analyze the ability of community survival as resilience in flood-prone areas in Barabai District. The method used in this research is quantitative descriptive with scoring method whose assessment is based on the Resilience Radar index. This research asseses the social, economic, preparedness and physical dimensions. The results of the study found that the high-resilience element of the community resilience in Barabai is social dimension, and the low-resilience element is physical dimension. In aggregate, the community in flood-prone settlements in Barabai has a medium level of survival capability to flood disaster.

In terms of survival, resilience serves as an example of choice when confronted with situations where opportunities to choose are lacking. Thus, in such conditions, it becomes necessary to adapt to the incompatible circumstances being encountered. The traditional settlement community of Bugis Wajo holds “ulayat rights”, enabling them to thrive for generations in the vicinity of Tempe Lake. One of them, the traditional communities in Wette Hamlet in Lautang Village must grapple with annual flooding of 2–3 meters during the rainy season due to river water overflow from Tempe Lake. This flooding phenomenon stands as a testament to the unique ability of local traditional communities to adjust to normal conditions during dry seasons and adapt to the rainy seasons, allowing them to endure in their daily communal pursuits. This research employed quantitative descriptive methods and utilized eight variables, which were subsequently assigned scores to quantify resilience. Based on the results and the ensuing discussion of the analysis, it is evident that secure housing holds immense value in bolstering community resilience. There are high values in community resilience concerning community capacity, social capital, connectedness, and access to clean water. Meanwhile, there is a moderate level of community resilience when considering aspects such as disaster preparedness, livelihoods, and health. In conclusion, the analysis identifies a high degree of community resilience within the traditional community of Wettee Hamlet in Lautang Village.

The concepts of resilience and sustainability are becoming popular in disaster planning and management. However, there is an absence of mutual considerations of the two concepts from an integrated perspective to promote postdisaster livelihood, particularly in the relocated rural communities. To ll the research gap, this paper explores the factors and relationships of resilient rural livelihoods (RRL) and sustainable rural livelihoods (SRL) in resettlement communities after a major disaster. Speci cally, we construct a theoretical model that integrates resources, strategies, and outcomes of RRL and SRL in the recovery phase. We use a dataset for household-level recovery after the Jiangsu Tornado (2016) in China to validate the theoretical model with a structural equation modeling (SEM) approach. Resultsshow that government-driven, recovery-concentrated policies of "resilience" may not promote the long-term sustainability of rural household livelihoods because nancial capital and institutional participation are negatively associated with the community's self-reliance for future disaster recovery. The tangible assets are likely to make people more con dent in disaster preparedness, while the intangible assets lack such an impact and even make the relocated households concerned about future disasters. For RRL outcomes, nancial capital and social-political capital can enhance the recovery, while human capital and livelihood strategies have negative effects. In addition, natural capital and nancial capital positively affect household recovery but the human capital remains a negative contributor. These ndings clearly reveal the general patterns of rural livelihoods in relocated communities after a disaster and provide insights into potential measures to promote sustainable and resilient rural livelihoods.
