Russian Index of Science Citation: Overview and review

Abstract: In early 2016 a new database was launched on the Web of Science platform -Russian Science Citation Index (RSCI). The database is free to all Web of Science subscribers except those from the post-Soviet states. This database includes papers from 652 selected Russian journals and is based on the data from national citation index -Russian Index of Science Citation (RISC). RISC was launched in 2005 but it is scarcely known to the English-language audience. The paper describes the history, current structure and use… Show more

“…For instance, both DBs incorporate SciELO content: Scopus made an alliance with SciELO in 2007, and the SciELO Citation Index was integrated into the WoS platform in 2014, aiming to cover more research from Latin America and the Caribbean [51]. Three other regional indexes were also included into WoS platform: Korean Citation Index (KCI) [92], Russian Science Citation Index (RSCI) [93], and, only recently, Arabic Citation Index (ACI) [94]. In 2015, WoS also launched Emerging Sources Citation Index (ESCI), aiming to expand the universe of WoS CC by including more publications of regional importance and representing emerging scientific fields [50].…”

“…Yet, researchers at universities, research institutes, and industrial research centres in post-Soviet countries have not stood still. There exists only a small number of published studies about post-Soviet period covering either selected countries or regions, such as studies examining the research output from the Baltic countries (Allik, 2008(Allik, , 2015Hirv, 2019;Kristapsons et al, 2003;Lauk & Allik, 2018;Zavadskas et al, 2011), Russia (Kirchik et al, 2012;Markusova et al, 2009;Moed et al, 2018;Moskaleva et al, 2018;Pislyakov & Shukshina, 2014;Wilson & Markusova, 2004;Yegorov, 2009), post-Socialist Eastern Europe (Kozak et al, 2015), the Caucasus (Gzoyan et al, 2015), and Central Asia (Adambekov et al, 2016;Yessirkepov et al, 2015). A recent paper uses bibliometric analysis to compare the productivity of Russian researchers with those from other post-Soviet countries (Alimova & Brumshteyn, 2020).…”

“…To respond to these threats, authoritarian states invest heavily to maintain their voice, and domestic scholars can hardly resist interventions that are systematic and institutionalized (Perry, 2020). For example, both the Russian and Chinese governments sponsored their own science citation indexes for measuring research impact, and these metrics are essential to career promotion and receiving state grants (Xin-ning et al, 2001;Moskaleva et al, 2018).…”
