Scale positions and “power” in the senate

Abstract: When you hear people say “Senator Claghorn wields a lot of power in the government,” just what is meant by this assertion? Can power be quantitatively defined and measured? The concept of power, explored by Robert Dahl in this journal in 1957, is here reviewed with emphasis on the difficulties of defining power operationally.
