Nowadays, different risks are frequently assessed to take actions to increase the resilience in cities. The present work is mainly related to the probabilistic assessment of seismic risk of buildings in urban areas. Particularly, we described the main characteristics of the VIM_P which is considered as the probabilistic version of the Vulnerability Index Method (VIM). The VIM_P requires essential information to compute seismic risk of buildings in urban areas: a) results of seismic hazard of the site where the studied buildings are located (frequency of exceedance vs macroseismic intensities), and; b) basic data of the structure of the studied buildings to classify each building into a structural typology. The seismic vulnerability computed in the VIM_P for each building is represented by probability density functions beta type, which describe the probability distribution of a vulnerability index. In the VIM_P the seismic risk of buildings is computed through the convolution of the seismic hazard and the seismic vulnerability, considering a semi-empirical damage function. The seismic risk computed is expressed in terms of annual frequencies of exceedance of damage grades. Developments in the field of earthquake engineering over the past few decades have contributed to the development of new methods for evaluating the risk levels in buildings. These research methods are rapid visual screening (RVS), seismic risk indexes, and vulnerability assessments, which have been developed to assess the levels of damage in a building or its structural components. RVS methods have been proposed for the rapid pre- and/or post-earthquake screening of existing large building stock in earthquake-prone areas on the basis of sidewalk surveys. The site seismicity, the soil type, the building type, and the corresponding building characteristic features are to be separately examined, and the vulnerability level of each building can be identified by employing the RVS methods. This study describes, evaluates, and compares the findings of previous investigations that utilized conventional RVS methods within a framework. It also suggests the methods to be used for specific goals and proposes prospective enhancement strategies. Furthermore, the article discusses the time-consuming RVS methods (such as FEMA 154, which requires from 15 to 30 min, while NRCC requires one hour), and provides an overview of the application areas of the methods (pre-earthquake: FEMA 154, NRCC, NZEE, etc.; postearthquake: GNDT, EMS, etc.). This review of the traditional RVS methods offers a comprehensive guide and reference for field practitioners (e.g., engineers, architects), and recommends enhancement techniques (e.g., machine learning, fuzzy logic) for researchers to be used in future improvements.

According to the United Nations Office for Disaster Risk Reduction cities must take measures to anticipate disasters and mitigate their impact, protecting homes and cultural heritage, minimizing losses due to earthquakes and other threats. After the recent earthquakes in historical city centres, the evaluation of the seismic risk, even in regions of low or moderate seismicity, is imperative, being damage assessment and loss estimation essential for its reduction. In this paper the seismic risk analysis of the residential buildings in the Ciutat Vella District in Valencia, with great historical and architectural value, is presented. The vulnerability of Ciutat Vella has been assessed with the Vulnerability Index Method establishing the seismic quality of the residential buildings according to their structural typology, conservation status, age and geometry; identifying the most vulnerable buildings. Damage probability matrices have been obtained for the deterministic and probabilistic earthquake scenarios, estimating for each of them, the seismic risk in terms of direct social and economic losses, mapping the results using a GIS system tool. Results confirm that the vulnerability of the building stock in Ciutat Vella is high being the seismic risk significant. In the event of an earthquake, many residential buildings included in the Catalogue of Listed Buildings of the Special Protection Plan of Ciutat Vella will be damaged. A detailed analysis of the most vulnerable buildings will provide criteria for intervention to enhance their structural seismic response, safeguarding the architectural heritage and contributing to the reduction of human and material losses.
