Siedlungsrückzug als planerische Strategie zur Reduzierung von Hochwasserrisiken

Abstract: Zusammenfassung Gegenwärtig besteht der Beitrag der Raumplanung zum Hochwasserrisikomanagement primär darin, überschwemmungsgefährdete Gebiete von Bebauung frei zu halten. Damit ist jedoch keine Risikoreduzierung verbunden, da die wesentlichen Schadenspotenziale die bereits bebauten Gebiete ausmachen. Sollen Risiken also planerisch wirklich reduziert werden, kommt neben der Bauvorsorge am Objekt nur der proaktive oder reaktive Rückzug von Siedlungen und Infrastrukturen aus den gefährdeten Gebieten in Betracht.… Show more
