The focus of this study is to integrate the DEX (Decision EXpert) decision-modeling method in architectural and urban design (A & UD) competitions. This study aims to assess the effectiveness of integrating the DEX (Decision EXpert) decision-modeling method into the evaluation process of A & UD competitions to enhance decision-making transparency, objectivity, and efficiency. By using symbolic values in decision models, the approach offers a more user-friendly alternative to the conventional jury decision-making process. The practical application of the DEX method is demonstrated in the Rhinoceros 3D environment to show its effectiveness in evaluating A & UD competition project solutions related to the development of the smart city. The results indicate that the DEX method, with its hierarchical and symbolic values, significantly improves the simplicity of the evaluation process in A & UD competitions, aligning it with the objectives of the smart cities. This method provides an efficient, accessible, and viable alternative to other multi-criteria decision-making approaches. This study importantly contributes to the field of architectural decision making by merging qualitative multi-criteria decision models into the CAD environment, thus supporting more informed, objective, and transparent decision-making processes in the planning and development of smart cities.

The development of digital twins of the urban ecosystem is gaining popularity and is the mainstream of the digital development of the territories of the world. Already today, there are domestic developments for the creation of digital twins, including the urban ecosystem. The aim of the article is to provide a theoretical description of the essence of the digital twin of a city and an overview of existing platforms for creating digital twins of an urban ecosystem to ensure the quality of life of the population. Research objectives: to identify the prerequisites for the creation of digital twins; to determine the essence of the definitional basis of the digital twin in the context of existing theoretical analogs; to characterize the conceptual foundations of creating digital twins of the urban ecosystem in Russia and the world, to identify the advantages of their development to maintain the quality of life of the population; to give an idea of the methodology for the development and functioning of digital twins of the urban ecosystem; to conduct a comparative analysis of the capabilities and functionality of digital platforms and technologies for the development of digital twins of the urban ecosystem; to conduct a comparative analysis of the existing digital twins of the urban ecosystem of the world. As a result of the study, data on existing domestic digital platforms and technologies for the development of digital twins of the urban ecosystem were obtained, their comparative analysis was carried out, advantages were identified, and the possibility of achieving technological leadership and competitiveness in this area in the world market was determined. Descriptive, analytical, and comparative methods were used as research methods. The results of the study showed that the use of digital twins of the urban ecosystem will allow municipal authorities to obtain effective levers of management, and the population -to ensure a high quality of their own life.

The global trends of the modern development of urban planning activities are directly related to the theoretical and practical foundations of spatial planning of territories. In Russia today, the acute question is the interrelationships and contradictions of spatial and territorial views on the development of cities. There a lot of official discussions of the prospects for the implementation of such documents as a strategy or concept of spatial development in the professional research and scientific design community. The questions of master plan for the development of the territory, a comprehensive scheme for creating a comfortable environment are increasingly being raised also. The necessity and opportunity of replacing the master plan of the city with a spatial planning (or their symbiosis) is on the discussion at the federal level. The relevance of the research is determined by the need in the Russian theory and practice of urban planning to develop scientific and methodological foundations of spatial planning of urban development. The purpose of the work is to determine the types and role of spatial planning documents in the system of modern domestic urban planning activities.
