The paper is aimed at an attempt to define a smart village in the Czech conditions. It argues that the principles of smart villages are very similar to the concept of sustainability. The analysis deals with preventing rural exclusion, promoting digital technologies for the management of the rural infrastructure, teleworking in rural areas and using ICT for participation and governance. This approach is documented in the case of the South-Moravian Region. It was concluded that it was not so much coverage or accessibility of digital technology that was the main barrier of more intensive use of the smart village concept but rather the lower qualification level and conservatism of rural population is. It is suggested that more attention should be paid to increasing the digital literacy of rural people.

Abstract:Research on smart cities matures and new interdisciplinary approaches to the study of smart cities are proposed. At the same time, problems pertinent to communities inhabiting rural areas tend to be addressed, as if by the way, i.e., as a part of discussions in neighboring fields of research, be it environmental studies, sociology, or agriculture. Arguably, the concept of 'the village' has been largely absent in the academic debate, even if rural areas and countryside communities have been a subject of concern for robust policy frameworks, such as the European Union's Cohesion Policy and Common Agricultural Policy. As a result, when advances in sophisticated information and communication technology (ICT) led to the emergence of a rich body of research on smart cities, the application and usability of ICT in the context of a village remained underdiscussed in the literature. Through this Special Issue, and the Editors' earlier research on this topic, the Editors hope that the idea of the 'smart village' will be introduced into the debate. Against this backdrop, the objective of this opening review is three-fold: (i) to outline the conceptual boundaries of the term smart village, (ii) to highlight the thrust of the challenge inherent in smart villages research, and (iii) to shed light on the smart village research agenda as it unfolds. The relevance and validity of these claims are supported by references to research submitted to the Special Issue titled "Sustainable Smart Cities and Smart Villages Research".

Perkembangan teknologi yang semakin maju membuat konsep smart tak hanya diterapkan pada berbagai perangkat komunikasi, tetapi pada berbagai sistem dan tatanan kehidupan nyata. Salah satunya yang mencuat akhir-akhir ini adalah konsep smart village. Konsep yang disebut sebagai desa pintar ini adalah mengetengahkan sebuah tatanan desa cerdas yang bisa berperan dalam memudahkan masyarakat untuk mendapatkan layanan dan informasi secara cepat dan tepat. Selain itu, konsep smart village dihadirkan sebagai jawaban untuk peningkatan layanan aparatur desa terhadap masyarakat berbasis teknologi. Sebagaimana diamanatkan dalam UU Desa No.6 Tahun 2014, bahwa pembanguan TIK berbasis internet sebagaimana yang diutarakan dalam konsep Smart Village begitu penting bagi masyarakat desa. Pengabdian pada masyarakat ini bertujuan untuk meningkatkan kualitas perangkat teknologi dan informasi pada pegawai Kantor Desa Rimba Makmur. Sasaran pengabdian adalah infrastruktur Teknologi Informasi dan Komputer pada Kantor Desa, dilanjutkan seluruh RT dan RW serta Kadus. Permasalahan diselesaikan dalam tiga tahapan kegiatan yaitu persiapan, pelaksanaan, dan evaluasi. Persiapan dilakukan dengan melaksanakan survey pendahuluan untuk melihat kondisi di lapangan mengenai rencana peningkatan kualitas teknologi informasi dan komputer. Pelaksanaan dilakukan dengan pembenahan teknologi perangkat keras dan lunak disertai dengan pelatihan, dilanjutkan dengan diskusi tanya jawab dan latihan sebagai bentuk kegiatan simulasi untuk seluruh pelayanan yang disediakan oleh Kantor Desa. Evaluasi kegiatan dilakukan untuk masing-masing tahap dengan mengumpulkan dan menyimpulkan data dari masing-masing tahapan kegiatan. Setelah evaluasi, dilanjutkan implementasi pelaksanaan sistem langsung berinteraksi dengan masyarakat. Hasil kegiatan peningkatan teknologi informasi dan komputer menunjukkan keberhasilan dengan indikasi adanya peningkatan kepuasaan dari internal maupun masyarakat.
