Previous research on why there is discrepancy in participation has mostly looked at SNAP policies piecemeal and primarily focused on how they impact participation nationwide (Currie and Grogger 2001; Elkaramany 2020; Hanratty 2006; Kabbani and Wilde 2003; Klerman and Danielson 2011; Murphy 2020; Ziliak 2015).
