The article is an attempt to present the two modern concepts of safety management systems. The first is the sunflower pyramid used especially in Europe, the second is the ISO 39001 standard (Road Safety Management System) of international scope. The idea and possibilities offered by use of both concepts of safety management, as well as an attempt to assess the impact of their actions on decrease in fatalities in selected EU countries, were presented. As a result of the conducted analyses, a downward trend was noted as to the number of certificates issued for compliance with the ISO 39001 standard in the world, which may indicate an appearance of the more adequate management systems, or other tools or concepts to improve the road safety, or inadequate education society and low level of awareness in this area of stakeholders, including politicians, scientists, producers, drivers (professional and reliable), as well as other road users, including unprotected ones.

Transport has a great impact on human activities but contributes to many negative phenomena occurring in road traffic, for example, road traffic accidents, emission of toxic exhaust fumes into the atmosphere and a high share of cars in road traffic. For the above reasons, many initiatives have been taken in the field of road traffic management and urban logistics. Based on a literature review, it was found that the problem of the phenomenon of traffic congestion in urban areas remains an ongoing issue. In the first part of this article, the theoretical issues of traffic flow and congestion formation in the city road networks were presented. While the second part outlines the situation of transport congestion in 10 Polish cities based on the worldwide TomTom Traffic Index in the years 2008-2018. This study is a brief analysis of the trends relating to transport congestion based on the TomTom Traffic Index in these cities.

The Influence of Quality Management System on the Operation of Periodical Technical Inspection Stations

This article deals with the minimum requirements for quality management at Periodical Technical Inspection Stations (PTIS) for road vehicles in the Slovak Republic, as well as in selected countries of the European Union. Specifically, it contains research performed at all of the PTIS in the Slovak Republic with a focus on the established quality management system and the number of employees of companies operating these PTIS, as well as similar research in selected countries of the European Union. Based on the research results, the article contains an assessment of the influence of the implemented quality management system on the operation of PTIS. The analysis of the results showed that 86.7% of PTIs have an established system to meet the minimum requirements for quality management through a documented procedure (internal regulation), and 13.3% of the PTI have the certified quality management system according to the STN EN ISO/IEC 9001 standard. Unfortunately, no PTI in the Slovak Republic has the fulfilment of quality management requirements according to the standard STN EN ISO/IEC 17020.
