Social Risk Assessment of Engineering Project Based on Ordered Voting Model

Abstract: In the process of urban construction, the implementation of various engineering projects will lead to a series of social problems. If these problems are not effectively resolved, they will be further upgraded into social risks and have a negative impact on social order. At present, China’s social risk assessment methods mainly include expert scoring and expert sorting. The paper takes the method of expert sorting as the main research object. “…Social risk, defined as the severity and uncertainty of an activity with respect to human values, which may influence the whole society and lead to social unrest (Aven and Renn, 2009), was prevalent. The Social Insecurity aspect referred to the possible social conflict that might occur, for instance, if the economic compensation of land acquisition and housing demolition was not handled properly (Yang and Kuang, 2019), as well as to resistance against the reactivation plan. “…Second, environmental factors: noise and water pollution and dust will lead to environmental pollution and damage. Third, institutional factors: labor contracts and the system of information disclosure are not perfect (Esteves et al , 2012; Song et al , 2015; Zavadskas et al , 2010; Yang and Kuang, 2019). But in the transnational context, there are two other aspects.…”

“…China's social risk assessment has rated social risks and different levels corresponding to different public's coping behaviors. High risk means the majority of the public takes actions that are not conducive to project construction, especially the strong reaction may trigger large-scale mass incidents; medium risk means some members of the public take actions that are not conducive to project construction and strong reactions may trigger individual conflicts; low risk means the majority of the public supports the project construction and a small number of people's adverse behavior can be prevented and resolved through effective work (Gransow and Price, 2019; Yang and Kuang, 2019).…”
