“…As discussed on other occasions, in 2000, the Ministry's budget was R $286,652,079.00, amounting to only 0.028% of the country's budget in the Annual Budget Law (ABL). In 2017, the first year when the budget discussion started after the institutional rupture that has plagued the country since 2016, the share of culture in the ABL, still growing, totaled R$2,543,180,314.00, which accounted for an increase of 887% corresponding to 0.07% of the Union budget (Bueno et al, 2018). Despite the strong contingency in MinC's budget in the context of the recession in 2016 and under the threat of the ministry's extinction, the resistance of artists and organized movements illustrated the place that sectors of culture production began to occupy in Brazilian society in those years (Barbalho, 2018).…”

First, because artists themselves have taken the various ramifications of institutional criticism as material for their works (Bishop, 2012;Sansi-Rocca, 2015;Sant'Anna;Dabul, 2018). Second, because contemporary art circulates in a vast globalized market of works (Bueno, 1999;Moulin, 2007) and in dense networks with varied statuses -between cultural mediations of major contemporary art museums and assets in investment funds, but also between collectives of artists who experiment the street and other spaces as material and locus for their works (Felix Martins, 2017;Marguin, 2019;Sansi-Rocca, 2015;Silva, 2021;Tinoco, 2021), or even among social movements that conceive it as a platform for political action (Taylor, 2013;Heddon;Klein, 2012).…”
