Die Länder Südosteuropas sind von enormen regionalen Ungleichheiten geprägt. Diese sozioökonomischen Polarisierungen können sowohl auf globale Zusammenhänge und eine sich weiter ausdifferenzierende Wirtschaft als auch auf langanhaltende Folgen der jeweiligen postsozialistischen Transformationen zurückgeführt werden. Besonders zu bewerten sind jene Prozesse in Serbien. Hier bestanden zum einen durch den jugoslawischen „Marktsozialismus“ gute Ausgangsvoraussetzungen für Reformen; zum anderen wurde das Land durch die ein Jahrzehnt andauernde Isolation und Desintegration wirtschaftlich und gesellschaftlich weit zurückgeworfen. Die Diskrepanz zwischen einer unterbrochenen bzw. verzögerten Transformation einerseits und den Erfordernissen globaler Integration andererseits spiegelt sich in den räumlichen Disparitäten des krisengebeutelten Landes wider. Detaillierte Analysen zu einzelnen Gemeinden offenbaren dabei einen belastbaren Blick auf die gesamte Bandbreite divergenter Entwicklungspfade innerhalb dieses Kontextes. Insbesondere auf der lokalen Ebene lassen sich die strukturellen und institutionellen Ursachen der räumlichen Ausdifferenzierung und damit des Niedergangs der einen oder des Aufschwungs der anderen Kommune unmittelbar identifizieren. Weit zurückreichende Pfadabhängigkeiten sowie eine Folge von Reorganisationen und Rekombinationen können lokale Investitionsmöglichkeiten schaffen oder verhindern, während verfestigte industrielle Strukturen oft zu lokalen Krisen führen, jedoch auch alternative Formen des lokalen Wirtschaftens hervorbringen können. The countries of South-eastern Europe are characterized by enormous regional inequalities. These socio-economic polarisations can be traced back to general global changes and an ever more differentiating economy as well as to long-lasting consequences of the post-socialist transitions of the respective states. In Serbia, these processes need to undergo a particular examination. On the one hand, the Yugoslavian system of “market socialism” provided good preconditions for reforms. On the other hand, the country was cast back economically as well as socially by a decade of isolation and disintegration. The discrepancy between a transition, that has been interrupted or delayed, and the requirements of global integration is reflected in the spatial disparities of a country ridden by crises. Detailed analyses of single municipalities reveal a precise view on the range of divergent development paths within this context. On the local scale in particular, the structural and institutional causes of the country’s spatial differentiation, i.e. the decline of one municipality and the prosperity of another, can be directly identified. Path dependencies deeply rooted in history as well as a sequence of reorganisations and recombinations can create or hinder local investment opportunities, whereas industrial lock-ins often lead to local crises, but can also generate alternative forms of local economic activity.
