Sposób kreacji Prezesa Narodowego Banku Polskiego w ujęciu historyczno prawnym

Abstract: Celem niniejszego artykułu było zbadanie sposobu kreacji (powoływania i odwoływania) Prezesa Narodowego Banku Polskiego w kontekście pozycji ustrojowej polskiego banku centralnego – jako okoliczności mającej istotne znaczenie dla funkcjonowania Banku i jego Prezesa. W prowadzonych badaniach zastosowana została metoda historyczno-prawna oraz językowa. While the phenomenon was global, many economists pointed out that the Polish Council of Monetary Policy was too slow in rising interest rates, and its Chairman, the President of the Polish National Bank, (Narodowy Bank Polski, NBP) Adam Glapiński, as late as July questioned, in an informal conversation that was made public, the need for further interest rate hikes, speaking of possibly only one, by 0.25 points per cent, before the year's end (Szymczak 2023), which indeed happened. Glapiński, who faced criticism over his policies and accusations of cronyism and corruption (see Jasiewicz and Jasiewicz‐Betkiewicz 2019), was on 12 May appointed by the Sejm to his second six‐year term as the President of NBP.…”
