Although governments publish large amounts of open data, their use by the public sector is still in its infancy. Therefore, this study aims to gain insights into promoted benefits and factors that hinder (barriers), facilitate (enablers), and propel (drivers) Open Government Data (OGD) use and reuse by the public sector. A systematic literature review of 38 publications resulted in an overview of these factors. Findings suggest that OGD use benefits are increased transparency and the development of new/improved processes, products, and services. Moreover, open data institutionalization and pressure from external stakeholders drive the use. However, data issues and the lack of supporting open data organizational structure, capacity, and skills hinder OGD use. While the existence of open data policy and laws, motivated leadership, and open data infrastructure enable it. Thus, if OGD use is to reach maturity, administrations need to create the means to institutionalize open data.

Objetivo da pesquisa: Caracterizar e interpretar as estratégias para uso e disponibilização de dados abertos de mobilidade urbana em duas metrópoles latino-americanas, Buenos Aires e Rio de Janeiro, entendidas como casos relevantes para o estudo da abertura de dados de mobilidade urbana no contexto regional, por conta de suas características e trajetórias de gestão, uso e abertura de dados. Enquadramento teórico: Incorporou os principais modelos analíticos e explicativos sobre as estratégias e instrumentos de abertura de dados governamentais, com destaque para o modelo de Cinco Estrelas de Berners-Lee e os 15 Princípios de Dados Abertos do Opengovdata. Metodologia: Baseou-se em um estudo de caso coletivo aplicado a dois casos, conforme Robert Stake (1995), sem prejuízo de sua expansão futura a mais casos. Resultados: Tanto individualmente – para cada governo local – quanto nas comparações realizadas, foi possível compreender as estratégias utilizadas, bem como sua relação com o contexto e os limites e potenciais da abertura de dados nesse campo. Os casos guardam diferenças entre si, em suas políticas de governo aberto e mecanismos de dados abertos, mas também compartilham elementos comuns, como os tipos de dados de mobilidade urbana disponibilizados e a natureza de algumas estratégias e iniciativas de dados abertos adotadas. Originalidade: Além da originalidade do modelo teórico, que pode embasar o estudo de outros casos, as análises produzidas aportam uma contribuição original para o estudo da abertura de dados em mobilidade urbana em duas significativas metrópoles latino-americanas. Contribuições teóricas e práticas: O estudo abre caminho para a aplicação do modelo em outras cidades e para o aprofundamento do conhecimento sobre abertura de dados governamentais de mobilidade urbana.

Aims: This paper assessed the clients’ awareness and effectiveness of the traditional and modern information dissemination strategies of a prosecution office in Negros Occidental when the clients are taken as a whole and grouped according to geographical location and services availed from the said office. It also identified the challenges encountered by the clients with the information dissemination strategies of the prosecution office. Study Design: This study used the quantitative-descriptive research design. Place and Duration of Study: This study was conducted among the clients of the prosecution office in Negros Occidental, Philippines from June to July 2021. Methodology: Through a validated and reliability-tested researcher-made survey instrument, data were gathered from 50 clients who availed of the services of the prosecution office from June to July 2021. Data on clients’ awareness and challenges encountered on the information dissemination strategies were treated using frequency and percentage distribution. Meanwhile, data on the level of effectiveness of the strategies were treated using mean and standard deviation. Results: As a whole, 83% of the respondents (f=415) are aware of the information dissemination strategies of the prosecution office on the average. Overall, the level of effectiveness of the information dissemination strategies of the prosecution office is very high (M=4.32, SD=0.70). The most common challenges encountered by the clients with the information dissemination strategies of the office are limited usage of modern tools for more effective and faster dissemination of information (f=9, %=18), no print and broadcast media for updates on its services (f=8, %=16), no mechanism for feedbacks on the information relayed to the clients and the public (f=7, %=14), no well-established system for disseminating information to the clients and the public (f=6, %=12), and no assigned personnel who takes the responsibility of disseminating the information to the clients and the public (f=6, %=12). Conclusion: Information dissemination is one of the responsibilities of the government to the people. To apprise the public of updates relating to the functions and services of government offices, there should be effective dissemination tools that can transmit the information from the source to the receiver. Despite the emergence of many modern tools to facilitate communication, people still hold on to the relevance and importance of the traditional tools; thus, the role of the traditional tools in any context or environment will be irreplaceable.
