Road construction projects can affect directly to the degradation of the environment for causing emission, pollution, and congestion. Green road rating is the tool to measure the performance of green practices and the level of greenness on road construction projects. However, the implementation of the tool to identify how far the green concepts applied in road construction projects still lack in Indonesia. Thus, this research aims to review the extent of the implementation of green road tool in its contribution to the achievement of sustainability goals. The objectives of this research are to determine the level of the greenness of roads by clustering 12 roads and to identify the performance of each main category and subcategory related to the areas of success and the areas in need of improvement based on points obtained. Two methods used in this research are the descriptive method and cluster analysis. The research shows that the level of the greenness of 12 roads is a good adoption of green practices, in which 3 roads are awarded gold stars, and 9 roads are awarded silver stars. In addition, main categories of environment, construction, and material are more implemented than transportation and pavement among the road clusters. While the performance of subcategories namely ecological protection, economic and accessibility are more successful than resource efficiency, safety and environmental quality related to pavement and construction activities. Hence, the implementation of the green road in Indonesia has contributed more to the achievement of natural goals than human goals. Ultimately, policy recommendation is needed for improvement.

Even though there is a large body of knowledge related to buildings, only a limited number of examples with a focus on asset management exist in published literature. More importantly, current literature lacks rating systems that support tactical and operational management of building infrastructure. This paper addresses the aforementioned knowledge gap and building industry requirement by proposing an index for operational management of a public building using building level of service (LOS). In the context of buildings, LOS is defined as an assessment of the operational performance provided to building users, society, and the environment. A fuzzy synthetic evaluation (FSE)-based method was used to assess the LOS of buildings. First, key performance categories and indicators were defined for operating building performance assessment. Indicators and benchmarks were customized for an aquatic centre building. A case study was conducted to demonstrate the application of the LOS index. Results from this approach provides an assessment of the operational performance of the aquatic centre building with respect to nine LOS performance categories. Overall building LOS was evaluated as good for the three pseudo scenarios considered. The proposed LOS index facilitates asset management of public buildings by providing information for operational, tactical, and strategic decision making.

Strategy toward sustainable local road network infrastructure

Abstract. With massive explosion of population, the urban inhabitants will rise up to 64% in 2050. This condition increases the pressure on the existing urban road infrastructure and requires substantial maintenance and often expansion of the inter/rural-urban as well as local road as mobility of people and goods upsurge extensively. The construction of these new network and maintenance of existing road infrastructures consumes huge natural resources which further might increase volume of waste and greenhouse gas emission. Currently, approximately 28% provincial road and 41% local (urban) road network in Indonesia are in unsatisfactory condition. There is obvious demand to improve regional road with minimum ecological impact despite limited amount of resources and budget. In achieving sustainable road network, local authorities require a strategy in tackling this complex, large-scale and interconnected problems. This study aims to formulate relevant strategy for local authorities -urban or inter rural-urban level within a province -in operation, maintenance and development of road network by applying strategic management principles. Rational decision model was used in strategy formulation in three consecutive steps: input stage, Matching stage, and Decision Stage. Rational decision model was also used in strategy establishment taking into account the Environmental Minister regulation and some important issues in the Department of public works employing sustainability concept. The strategy proposed is believed to be ecologically sound (environmentally friendly) while improving local road network quality.
