The timely implementation of climate adaptation measures for the urban environment is essential to the creation of robust cities. Within Norway, these adaptation measures are undertaken at the municipal level. Unfortunately, the implementation of adaptation measures has lagged behind expectations, partially due to public resistance to local projects. City planners seek tools to provide insight into the priorities of residents to build consensus and public support. This study follows up on two previous case studies of Sustainable Urban Drainage System (SUDS) implementation in Trondheim, Norway, where the prioritization of urban space is often a source of conflict. The Hofstede Cultural Compass is a tool that maps six cultural dimensions used in research and practice to inform users about cultural norms and cross-cultural divergences. This study seeks to test and verify this tool for use in building public consensus and support. Municipal managers responsible for project implementation took the Cultural Compass survey, and the results were collectively mapped and compared to the public at large. The Cultural Compass found notable divergences between the municipality and the Norwegian public within the areas of “Long-term Orientation”, “Uncertainty Avoidance”, and “Masculinity vs. Femininity”. These findings were cross-referenced with thematically analyzed interviews of residents regarding their perceptions of a municipal SUDS project. Together, these case studies give greater insight into the issues of diverging priorities and perspectives experienced in the implementation of SUDS. Recommendations are presented to aid the understanding of intercultural divergences between planning offices and public priorities in an effort to better engage the public and build consensus.

In response to the escalating pressures of urbanization and population growth on the ecosystems and flood risks in Bor County, Jonglei State, South Sudan, this study proposes the implementation of Sustainable Urban Drainage Systems (SUDS) as a resilience-building measure. Through the design of open drainage channels featuring non-uniform flow, inclusive of main and sub-channels alongside infiltration wells, the research aims at mitigating flooding, enhancing water quality, and fostering sustainable development within the region. The necessity for managing substantial runoff volumes has been identified, with a decade of rainfall data employed to accommodate annual variability. The evaluation of SUDS techniques to mitigate flooding entails a customized design approach, integrating cost estimation with flood mitigation strategies and the assessment of short-and long-term co-benefits. Hydrological analysis of ten years of rainfall data facilitated the sizing of channels for storm events ranging from 2 to 5 years, with precipitation intensities between 73.82 and 93.08 mm/day, resulting in the planning of open trapezoidal channels with dimensions to support 5 m 3 /s flows. Moreover, infiltration wells, with diameters of 2-3 meters and depths of 3-5 meters, have demonstrated potential in reducing runoff volumes by up to 70% in a 0.5-hectare modelled area. The incorporation of drop structures aims to control slopes ranging from 6-15% in channels, thereby preventing erosion for flows up to 20 m 3 /s. The adaptability of SUDS approaches, commonly applied in developed nations, to the tropical environment of Bor is scrutinized, highlighting the necessity for localized adaptation due to data limitations and modelling simplifications. The potential barriers posed by capital costs underscore the importance of a life cycle analysis. The success of SUDS implementation in Bor County is contingent upon community engagement, ensuring acceptance and ownership. It is recommended that low-cost, simplistic pilot projects, focusing initially on rain gardens and permeable pavements, precede large-scale implementation. Through strategic planning, SUDS hold the potential to enhance climate resilience in the expanding community of Bor County. An integrated technical analysis provides actionable solutions for flood mitigation, advocating for further monitoring and community-driven initiatives to transition SUDS from concept to reality.

There is currently a context of climate change due to the way modern cities are developed, and they are made up mainly of impermeable surfaces and concrete buildings that change the hydrological cycle, causing (i) an increase in temperatures, (ii) the accumulation of stormwater on different surfaces, (iii) overflow in drainage systems, and (iv) the alteration of ventilation patterns, among others. This article presents a case study on the implementation of a permeable interlocking concrete paving (PICP) system, and it develops physical–mathematical modeling using software for the design of a parking lot that currently does not have adequate paving and urban drainage, resulting in sporadic flooding due to heavy rainfall in the city of Temuco, La Araucanía region, Chile. This article’s contribution highlights the application of new technology in Chile, discussing road infrastructure solutions based on sustainable urban drainage systems (SUDSs), which seek to implement feasible alternatives in urban sectors to improve human livelihood. The factors studied include structural and hydrological properties, along with the infiltration analysis of the system according to historical rainfall records in the area. This research concludes that the permeable pavement system with a drainage pipe and smooth roughness coefficient performs satisfactorily for an extreme hydrometeorological event corresponding to 140 mm considering 24 h of rainfall with a return period of 100 years equivalent to an inflow of 673 m3/day. Finally, the results indicate that, at least in the conditions of the city of Temuco, the use of permeable interlocking concrete pavement (PICP) proves to be a sustainable and feasible alternative to implementing measures of adaptation and mitigation against climate change, reducing the city’s flooding zones and allowing the irrigation of urban green areas.
