The purpose of this study is to analyze whether local wisdom can be the foundation in mobilizing contextual governance to stimulate the presence of governance arrangements towards Good Governance in Papua. This research is a qualitative descriptive research, using a literature review approach. The data are from literature reviews, book journals, documents or data sources related to research. Data analysis includes the stages of data reduction, data presentation and data interpretation. Validate data through member checks or examine findings using written interpretations from academics in the field. The results of the study indicate that governance adopts elements of the cultural values of the local community (tribes) which have been the reference for thinking and acting. Without it, the implementation of governance will not produce a significant overall impact. In the context of governance, the overall perspective of local values is very helpful in adjusting the implementation of local government in Papua.

The purpose of this study is to determine and analyze the implementation of the policy of Law Number 7 of 2017 concerning the General Election of the Regional People's Representative Council (DPRD) in Central Mamberamo Regency. This study uses a qualitative method. Data collection techniques using interviews and observation. From the results and discussion of this research, that the results of the legislative elections there are those who feel dissatisfied with the performance of the General Election Commission of Central Mamberamo Regency, after the implementation of the stages but with some requirements for improvement still must be improved in the performance of the General Election Commission. Furthermore, the service as a member of the General Election Commission also participates in hearing input or instructions by the regional head which is the work target of the General Election Commission of Central Mamberamo Regency. In the previous year and until the 2019 legislative general election, the performance of the general election commission was unprofessional in the attention of the people of Central Mamberamo Regency, with the results of the work or policies and decisions of the General Election Commission resulting in conflicts in the region.

This study aims to find out the implementation of the primary high leadership position selection system (JPT) openly in jayapura district government and to parse the factors that hinder its implementation. The method in the study is a descriptive method with a qualitative approach. The data was collected with in-depth interviews with research informants. In addition, it is supported by field observations as well as through documenting. Informants are determined by purposive techniques. Data analysis includes reduction, presentation and drawing conclusions. The results of this study show that the implementation of JPT selection has not been in accordance with the objectives to be achieved. These factors are influenced by the lack of desire and motivation of the apparatus to participate in the selection. Another factor that causes the implementation does not go well is due to the low competitive spirit of the apparatus concerned accompanied by unpreparedness. While from asn from outside Jayapura district is due to the high cost of needs, inadequate aspects of facilities and infrastructure, as well as comfort factors in the current position. While other inhibitory factors indicate that communion to prospective selection participants has not been effective with a narrow scope.
