Purpose Global economies are involved with enormous activities of internationalization that provide pure and untapped opportunities for entrepreneurs and businesses to place and promote their products. Design/methodology/approach The authors applied structural equation modeling (SEM) analysis with the partial least squares (PLS), conducting an empirical analysis of data from 28 European countries. Findings The results reveal that the higher level of education/knowledge in a country enhances the foresight competencies of entrepreneurs and that they both have a positive influence on the effective business creation. The findings of this paper also stress on the positive relationship between the effect of business creation and international intensity in economy level. Research limitations/implications The limitation of this study lies in the impossibility of obtaining a larger and more complete data. Consequently, this study uses national-level data from 28 European countries, which makes the sample too small. In addition, although innovation is one of the driving factors in both internationalization and entrepreneurship, because of the limitation, it has not been considered in this study. Practical implications The authors assert that countries, specifically European nations studied in this research, can improve their employment rate and value creation (through their products in international markets) by giving a special attention to the entrepreneurial-oriented human capitals. Social implications This research warns policymakers that they can have a serious contribution in promoting (international) entrepreneurship. They should draw a rigorous plan for formal and informal educational systems that effectively develops essential knowledge for launching new businesses and fosters the innovation and entrepreneurship. Originality/value This study set out to improve the understanding of the role of level of education/knowledge and foresight competencies, as the elements of human capitals, on international entrepreneurship.

The challenge of contemporary society is that of planning possible paths for the future. In the current scenario of hyperconnection, men and technologies and human and artificial intelligence are intertwined in such complex ways as to generate multiple possible futures up to the limit of the capacity of imagination. In particular, it is precisely the frontier of digital and technological changes that obliges social actors and socio-economic institutions to know how to intercept the dynamism of the transformations taking place, supporting the ability to imagine a desirable future, which goes in the intelligent direction of sustainability, of wellbeing and the ethical responsibility of one's actions. In this perspective, the reflection on the so-called future studies is inserted, which becomes a necessity, especially in times of change: If the rhythm of change increases, we need to look further, but future studies are also a philosophy of thought because the future is already part of our present life in the form of anticipation of the future; and this is all the more true as social changes are improvised and systemic complexity increasingly turbulent. Based on these statements, this study aims to analyze how the triple helix model—or rather the quintuple helix model—can be a reference paradigm for social and technological forecasting in a systemic attempt to look at the future of science, digital technology, society, economy, and their interactions, in order to promote social, economic and environmental benefits. From the social perspective, the model could provide guidance to improve the anticipatory profile of organizations and communities, helping to understand—in a short time—what the present actions will be: Predict, discover, and anticipate united in active participation, communication, knowledge, and action become so essential in the processes of production, as in the past it was the accumulation of capital, and also the ethical sensitivity begins to play an increasingly critical role.

A comprehensive review of Turkish technology foresight project

PurposeThe purpose of this paper is to review and analyse Vision 2023: the Turkish National Technology Foresight project. The paper aims to review the process of conducting the project, how it was implemented afterwards and how it compares to other national technology foresight projectsDesign/methodology/approachThrough a literature search, a process framework was conducted. The analysis was then conducted in four phases. First a process review, second a comparative review, third content review and finally a post project review. Expert interviews and site visits to Turkish State Planning Organization and TUBITAK (Scientific and Technical Research Council of Turkey) helped the authors to collect the data on Vision 2023 including how it was established, which areas were involved and what the recommendations were. Finally an expert panel was organized as part of a recent Portland International Conference on Management of Engineering and Technology. This included experts involved in the project as well as leading researchers who have been analyzing this project. This panel helped to validate the results.FindingsProcesses used in the Turkish project were similar to the other national projects, however lack of political ownership and change in leadership had been blocking the recommendations coming out of this project from being implemented. A second effort is required to modify the results of the first one and to establish political ownership and leadership. Several other national projects had multiple rounds before solid actions were taken. Industry needs to be a part of the effort as the panelists indicated that several key corporations were missing in the first project.Practical implicationsThe project provides comparative details on running national technology foresight projects. This should be useful for those responsible for planning similar projects.Original/valueThe paper reviews the project implementation process and what happened after the implementation providing feedback on what should have been done or should be done in similar foresight projects.
