“…This is a context in which political, societal, institutional and economic transition is often followed by the scepticism of the professional and political elites towards the engagement of the public in the planning process (Petovar and Vujošević, 2008;Čolić et al, 2013), and in which planning, as a societal practice, is often accompanied with the issues of achieving an appropriate balance between normative commitments, on the one hand, and flexibility and dealing with the variety of interests, on the other.
