This paper is a follow-up to a research in the domain of theorizing planning practice and practising spatial planning theoretical approaches in the context of information-isation, globalisation and EU-isation. The theoretical framework contemplates the meaning of the spatial concept that is grounded in the duality of the information phenomenon and contemporary expression of the space notion, as a way of reinventing spatial planning. The operational framework discuses the spatial planning practice in Serbia through a brief explanation of applied methodology for identifying a suitable indicator set proposed for the implementation monitoring of the Spatial Plan of the Republic of Serbia 2010-2020. The national indicators set represents a theoretical model of knowledge for evaluating relational outcomes of spatial development complexity, and its spatial-temporal character represents a way of practising theoretical approaches as monitoring tools for spatial planning within the limits of the present regulatory system in Serbia
Participation has been present in the Serbian legal framework in the domain of urban planning since the 1950s. Its scope and legal definition have evolved with the transition to democracy, markets and decentralised governance. In line with EU standards, Serbia introduced an additional level of participation in the form of early public inquiry in 2014. Still, participatory planning practice is often seen as a formality which lacks sufficient effect on the planning solution, and requires qualitative improvements in citizen and stakeholder involvement. The main aim of this paper is to suggest that the use of alternative methods of participation in the domains of informing, consultation and active participation may increase the effectiveness of participatory planning practice. Thus, this paper points out some examples of good practice, and argues for the importance of recognising the existing base of knowledge and expertise in order to respond to contemporary requirements in the field of urban planning. High-speed access to the Internet and mobile broadband create a new web-based support of spatial planning in Serbia. Perhaps most importantly, this support provides unprecedented opportunities to empower individuals across all social and economic strata. The authors present this view within the framework of two fundamental focal points: (i) relational approach to spatial planning that recognizes the multiple dimensions of diverse people who interact with place and space in complex and unpredictable ways; and (ii) democratic achievement in spatial planning model and governance framework to share information and collaborate across a municipalities’ hyperconnected ecosystem
АПСТРАКТ Рад има за циљ да пружи увид у актуелне законске и друге регулативне оквире, којима се проблематика климатских промена уводи у праксу планирања природног и културног наслеђа, са посебним освртом на стање у Републици Србији. Упоредо са овим, дат је и осврт на примере природног и културног наслеђа са УНЕСКО Листе светског наслеђа за које су рађене студије утицаја климатских промена и предвиђене мере заштите. Резултати указују да се у законским оквирима, као и у актуелној пракси, промовише развој еколошких мрежа (мрежа простора NATURA 2000) и заштитa предела. То се односи и на праксу планирања у Србији, где се планирањем еколошких коридора, умрежавањем станишта и другим мерама дају одговори на климатске промене. Један од закључака рада је указивање на неопходност повећања степена заштите природног и културног наслеђа уз очување аутентичности и унапређење адаптибилности или прилагодљивости на климатске промене. Кључне речи: културно наслеђе, природно наслеђе, климатске промене, планирање ABSTRACT The aim of the paper is to provide an insight into the current legal and other regulatory frameworks that introduces problems of climate change into planning practice of natural and cultural heritage, with special emphasis on the situation in the Republic of Serbia. Further, an overview of the selected case studies of natural and cultural heritage from the UNESCO World Heritage List for which were done studies of the impacts of climate change is included. The results indicate that the legal frameworks as well as actual practice are promoting the development of the ecological networks (the network of areas NATURA 2000) and landscape protection. This applies also to the planning practice in Serbia, where the planning of ecological corridors, habitat networking and other measures, provide responses to climate change. One of the conclusions of this paper is pointing out the necessity of increasing the level of protection of natural and cultural heritage within preserving the authenticity and improving flexibility or adaptability to climate change.
