The article is intended to study social innovations as a tool of state sustainability strategy promoting development of human potential and improved quality of life. To achieve this goal, the methods of scientific cognition were used: dialectic, analysis and synthesis, generalization, comparisons. The research is based on studying relevant scientific and periodic economic literature. The research found out that the primary forms of social innovations are social enterprise, social entrepreneurship, social cooperation, social partnership, social contract. However, the process of replicating and scaling social innovations in Russia is slow due to negative objective and subjective factors. Most important of them include no single regulatory framework, irregular development of certain areas of the country, insufficient resources, deficient budgets of many Russian Federation constituents, etc. Therefore, the determinant of diffusion of social innovations must be efficient socio-innovative state policy that will use alternative means, methods and practices to reduce social tension in the society, increase real income of the population, which must finally result in expanded reproduction of all results and factors of economic growth as well as sustainable regional development. The novelty of the paper is justification of social innovation forms that act as an efficient tool of the state sustainable development strategy.

The most effective management of sustainable development of territories is currently relevant for the modern world community as a whole and for each country separately. The concept of sustainable development in Russia was adopted in 1996 and remains a priority to this day. We have come a long evolutionary path of managing sustainable development of territories from ecological components to a single complex of economic, environmental, social, political, transport, industrial, and other components. Russia has a powerful territorial potential and creation of an integrated model for managing the sustainable development of territories is an urgent and vital task of the country's life in the world community in modern conditions. At the Department of Economics of the Moscow State University of Geodesy and Cartography (MIIGAiK), a multi-element scientific and practical study of the complex socio-economic policy of Russia is being carried out. This stage includes a multi-aspect study and study of the management of sustainable development of territories in our country and development of recommendations and offers for optimizing an integrated management model for sustainable development of territories in Russia. The material is open information (regulations, publications, Internet resources, own studies).

Data Typology Using Technologies for Separating Mixtures of Probability Distributions

The authors studied heterogeneous samples (for a number of statistical populations) taken from finite mixtures of probability distribu- tions, which reflect a number of socio-economic characteristics of the Russian society, using the information resources of the Federal State Statistics Service; in this case the number of mixing distributions (components), as well as their corresponding weights and parameters, may be unknown. In terms of content, the problem of separation (decomposition) of mixtures can be reduced to estimating unknown parameters of mixing distributions and their weights.The article considers and discusses methods for solving this problem, their advantages and disadvantages, conditions and areas of application. In the study the decomposition of mixtures of probability distributions on the population of subjects of the RussianFederation was carried out according to three interrelated statistical indicators – the unemployment rate, the poverty rate, the level of violence. These indicators can be considered as statistical measure of achieving sustainable development goals at the regional level and, at the same time, measures of socio-economic «health» of territory. Typologies of subjects of the Russian Federation were carried out according to the listed indicators. A cross-comparison of the results of the obtained typological groupings was performed, which also made it possible to identify the subjects of the Russian Federation that differ in both negative and positive trends in the context of the indicators under consideration.The authors underline that the results of the study can be used by the authorities to develop specific measures for the socio-economic development of Russia and its regions.
