This paper examines the organizational features concerning the implementation of digital technologies in mechanical engineering production. When introducing advanced technologies into the production process, the main attention is usually paid to technical aspects, and insufficient attention is paid to organizational and economic aspects. The authors show that organizational factors are no less important than technical ones because they can generate transaction costs, the amount of which can level the economic effect caused by the introduction of new technologies. The machine-building production development testifies that together with technical innovations, organizational innovations were created, which contributed to the disclosure of the potential available for new technologies in the production system. By the example of machine-building enterprises, it is shown, that ignoring the organizational factors reduces the efficiency of modern digital technologies and requires additional costs for their implementation. A comprehensive approach to the implementation of advanced digital technologies is necessary to avoid unnecessary costs and to increase the efficiency of their use.

The purpose of this study was to identify key factors that have a significant impact on the level of high-tech production in the region and the development of human capital in seven countries of the Caucasus and Central Asia. A comprehensive literature analysis was carried out to achieve this goal, including data from several countries of the Caucasus and Central Asia, including demographic data, education levels, labor market indicators, health indicators, and research activities. The authors constructed a model of multiple spatial regression, including seven spatial objects and a 5-time series. A qualitative model of cumulative panel regression without signs of multicollinearity was obtained as a result of the step-by-step elimination of collinear and nonessential variables. The results of the study revealed three key factors that are closely and directly related to the level of production of high-tech products. Two relate to the education sector – "the number of university graduates in the field of science and technology", and "the number of researchers per 1 million inhabitants" and one indicator characterizes the labor market – "the employment level in the economy". The authors did not identify a close relationship between the level of high-tech production and economic factors, such as cost and productivity, which contradicts the results of other research and requires more careful study. The results of the research can be useful in the development of measures to promote human capital and innovation policy of the countries of the Caucasus and Central Asia. The subject of the article is rating assessment and development of recommendations on management of scientific and technological development of the countries. The purpose of the article is to develop an index that assesses the scientific and technological potential, the results of scientific and technological activities and the pace of changes in the scientific and technological development of different countries of the world. The following tasks are solved in the article: the model of rating estimation of scientific and technical development of the countries of the world is developed; the countries of the world are classified depending on a level of their scientific and technical development; recommendations on development of scientific and technical potential of the countries depending on the chosen groups are given. The following methods are used: indexing method, ranking and grouping. The following results were obtained: the calculations possible to identify three groups of countries according to the level of their scientific and technological development: leaders, potential leaders and "overtaking" countries. Main result of the project is to promote the development of the scientific and technological potential, to demonstrate the insignificant results of the scientific and technological activity, and to reduce the low level of development of new technologies. For each of the above groups of countries, recommendations have been made for raising the level of their scientific and technological development. Conclusions: the current stage of the world's technological development creates new opportunities for the countries of the world to ensure their sustainable growth. Therefore, the creating and maintaining the potential of scientific and technological development, coupled with an adequate government policy of economic development, opens up tremendous opportunities for the countries to ensure global competitiveness. The study presented provides general recommendations for individual countries to improve the processes of managing scientific and technological potential of individual groups of countries. The obtained results can become the basis for the concept and strategy development of scientific and technological development of different countries of the world.
