The combat simulation of desert storm with applications for contingency operations

Abstract: Operation Desert Storm shattered the myth that the next war U.S. forces would fight would be a European battle between NATO and the Warsaw Pact. The senior leadership of the Army, in conjunction with the National Command Authority, demanded insights from combat simulations to assist in war‐planning and war‐fighting efforts for Operation Desert Storm. This article describes how an existing theater‐level simulation, the Concepts Evaluation Model, was used by analysts at the U.S. Army Concepts Analysis Agency (CA… Show more

“…For example, the simulation Concepts Evaluation Model (CEM) was used to give senior Army leadership insight into potential courses of action in the planning of Desert Storm [1]. Attrition plays a pivotal role in most combat models, particularly campaign-level simulations, such as CEM.…”

“…Therefore, the United States Department of Defense (DoD) often relies on simulation models in its decision making. Among other things, simulation models are used to help test war plans, decide what equipment to acquire, determine weapon mixes, and study doctrine and potential operational concepts (see, e.g., Appleget 1995;Loerch, Pudwill, and LaBarbera 1996; and the Defense Modeling and Simulation Office website: www.dmso.mil). Because there is a dearth of data with which to assess the veracity of many of these simulations, especially at the force-on-force level or when investigating future scenarios, they are often used in an expJoratory manner.…”
