The article discusses densification of fully urbanised territories, which causes deterioration of living conditions for tenants of neighbouring houses (third parties) due to the negative impact of construction on local environment. Specifically, detection of fundamental right violations during territorial planning is in focus, because not only third parties but also future tenants of the house being constructed suffer loss of healthy and harmonious work and recreational environment as a direct result of such violations. A classifier of fundamental right violations during territorial planning was developed for that purpose. The judicial practice was analysed; persons authorised to contest environmental violations under the Law on Administrative Proceedings (hereinafter LAP) and the scope of their authorisation were determined.

Biosphere Compatibility as a Principle of Sustainable Urban Development

Abstract. The article covers safety and environmental issues, as well as the sustainable interaction between man and nature in the context of present-day cities. An important task, according to the authors, is the study of scientific approaches and practical achievements in this field, and then the detection of the most urgent critical issues. The coauthors provide an overview of numerous research projects on the treatment of nature, the anthropogenic load, the biosphere as a geological body, the noosphere, and ratios characterizing the condition of the biosphere. The coauthors believe that ecological management, aimed to reverse the treatment of nature, must be integrative. New legislation, effective control of its execution, new disciplines to be introduced at the level of secondary, vocational, and higher education, development of ecological schools of thought and advanced green standards and materials applicable to any construction operations may comprise an effective solution. The authors offer their vision of the challenges and outline the primary steps, including immediate implementation of urban planning solutions to be developed in accordance with the biosphere compatibility principles, with calculations of humanitarian balances of the bio-technosphere. The coauthors also consider the innovative approaches to the use of eco-friendly materials in construction projects.

Abstract. The study of consumer behavior in the refurbishment industry is crucial to the business operation of firms, but there is a lack of research in this regard. With reference to the EKB model specific to consumer behavior, this paper discusses the relationship among consumption characteristics, firm selection behavior and satisfaction degree of refurbishment customers. 242 valid questionnaire copies were collected from refurbishment customers, and analyzed using Decision Tree Analysis and Association Rules in Data Mining. The research results show that, over half of the customers tend to entrust the refurbishment to well-reputed firms. Moreover, the integrity of refurbishment equipment, response of refurbishment personnel, professionalism and confidence are key elements in service quality (SQ). The best marketing policy for the customers is one which provides more attractive services. These research findings may provide a useful reference for innovative refurbishment firms in their decision-making.
