The conditions of practical action: Neoliberalism and sustainability in the Australian road construction industry

Abstract: In the last decade, in the context of debates about climate change, the Australian road construction industry has focused on increasing efficiencies within road construction processes. This approach to environmental impact management is congruent with existing (road-centric) trajectories of infrastructure development. At the same time, however, it also institutionalises the systemic environmental impacts of the road network. This article examines the historical conditions within which this focus on constructio… Show more

“…Such audit-based approaches to regulatory enforcement have become increasingly common -and controversial -in Britain. Geographers and anthropologists have often approached audit under the sign of neoliberalism (Enticott, 2014;Larner, 2003;Shore and Wright, 2015;Strathern, 2000;White, 2016). Thus in agro-food studies, the proliferation of private standards audited by third party certifiers is often cited as a hallmark of the neoliberalization of the global food system (Guthman, 2007;Haggerty et al, 2009;Lockie and Higgins, 2007).…”

“…The provision of infrastructure is arguably a temporary congestion relief, and often time will lead to a complicated result, as drivers are inevitably drawn to unregulated good road facilities, and may exacerbate congestion issues instead of ameliorating them. Researchers have questioned the factual assumptions underpinning infrastructure without a sustainable transport outlook [60,61]. As such, the maxim "You can't build your way out of congestion" revealed a paradigm shift from the dilemma towards a two-way (infrastructure-cum-access control) congestion mitigation approach [62].…”
