En este artículo de investigación se debate sobre la integración de la cultura y el patrimonio cultural en el modelo sostenible para la generación e implementación de políticas en beneficio del desarrollo humano. A través de un análisis diacrónico, la investigación toma como caso de estudio el proceso de incorporación de la cultura en el modelo de desarrollo sostenible examinando los debates y cuestiones clave que por más de tres décadas han contribuido al entendimiento de los aportes de la cultura en la sostenibilidad. De este modo, el artículo aporta un marco sintetizado para reflexionar sobre las posibilidades y limitaciones que plantean la cultura y el patrimonio en las diversas agendas para el desarrollo a través de su vinculación con las dinámicas económicas, sociales y medioambientales del desarrollo sostenible.

This article uses the case of animal welfare to contribute to academic debates about audit and better regulation reforms designed to reduce administrative burdens and increase regulatory effectiveness. Combining desk-based policy document analysis, on-farm field visits, and 31 interviews with livestock farmers and animal health and welfare inspectors in England, it explores farmers' record-keeping practices and the contrasting role regulatory records are understood to play in assurance and good animal husbandry by farmers, regulatory inspectors, and veterinary experts. Farmers experience record-keeping as something they must do to satisfy external regulatory demands rather than anything that good farmers might themselves use in caring for their livestock. As a result they regard paperwork as burdensome and often fail to comply with record-keeping requirements. By contrast, inspectors and animal welfare experts frame record-keeping and analysis as central to good animal husbandry and to a properly anticipatory approach to managing animal health and welfare. Those veterinary-medical presumptions about farm practice inform both the design of specific animal welfare recordkeeping requirements and their self-effacing conceit as being about peering over the farmer's shoulder to audit already existing records. Our findings highlight the dual tendency for the practice of regulatory record-keeping to become decoupled from both the formal requirements and from the quality of care that paperwork is meant to assure. Our analysis extends the critical literature on audit and regulation by drawing on the materialist tradition of science and technology studies to elucidate how this decoupling is shaped by the physical form and materiality of records themselves.

Neural Network Approach to Modelling Transport System Resilience for Major Cities: Case Studies of Lagos and Kano (Nigeria)

Congestion has become part of everyday urban life, and resilience is very crucial to traffic vulnerability and sustainable urban mobility. This research employed a neural network as an adaptive artificially-intelligent application to study the complex domains of traffic vulnerability and the resilience of the transport system in Nigerian cities (Kano and Lagos). The input criteria to train and check the models for the neural resilience network are the demographic variables, the geospatial data, traffic parameters, and infrastructure inventories. The training targets were set as congestion elements (traffic volume, saturation degree and congestion indices), which are in line with the relevant design standards obtained from the literature. A multi-layer feed-forward and back-propagation model involving input–output and curve fitting (nftool) in the MATLAB R2019b software wizard was used. Three algorithms—including Levenberg–Marquardt (LM), Bayesian Regularization (BR), and a Scaled Conjugate Gradient (SCG)—were selected for the simulation. LM converged easily with the Mean Squared Error (MSE) (2.675 × 10−3) and regression coefficient (R) (1.0) for the city of Lagos. Furthermore, the LM algorithm provided a better fit for the model training and for the overall validation of the Kano network analysis with MSE (4.424 × 10−1) and R (1.0). The model offers a modern method for the simulation of urban traffic and discrete congestion prediction.
