The costs of delay in infrastructure investments: A comparison of 2001 and 2014 household water supply coping costs in the Kathmandu Valley, Nepal

Abstract: In 2001, we conducted a survey of 1500 randomly sampled households in Kathmandu to determine the costs people were incurring to cope with Kathmandu's poor quality, unreliable piped water supply system. From 2001 until 2014, there was little additional public investment in the municipal water supply system. In the summer of 2014, we attempted to reinterview all 1500 households in our 2001 sample to determine how they had managed to deal with the growing water shortage and the deteriorating condition of the pipe… Show more

“…However, Kathmandu Upatyaka Khanepani Limited (KUKL) is able to supply 140 MLD in the wet season, and 90 MLD in the dry season (Manandhar, 2016). The key reason for this trend is that KUKL does not have enough financial and technical capacity to expand the pipe network and to control pipe leakages (nearly 35% of KUKL's total supplies go to waste through leakages) (Gurung et al, 2017).…”

“…The perceived dichotomy between agricultural and urban water markets has deeply affected the attention paid to resource and environmental sustainability. Of the 58 primary studies focused on urban water markets, only five acknowledged water resource sustainability as an issue, and only three included it as part of an assessment of the water market operation (Gurung et al, ; Klassert, Sigel, Gawel, & Klauer, ; Molle, Mamanpoush, & Miranzadeh, ). The major reviews of urban water markets also largely overlook the broader context of sustainable water supplies, which presents a major blind spot for water policy in developing countries.…”

“…Now, the 26.5 km tunnel for transferring water to Kathmandu has already been completed in 2017, but it hasn't reached at the stage of water supply. For this delay in project completion, various reasons are responsible, like lack of institutional reform, natural calamities and exponential growth of water vending markets and so forthy as suggested by Domènech et al (2013), Thapa (2016), Udmale et al (2016), Gurung et al (2017), Phuyal and Bhattarai (2017) and Ching (2018). The development pathway of the Melamchi Water Transfer Project, the dynamics on debate over the water transfer and discussions on various options, including various financing plan of the project in the various periods, are summarized in Annex 1, with time line.…”
