“…Based on these preliminary conversations, we developed a cost data template to be populated by the DYS. This template was based on past instruments used in other RAND proj ects (Hunt, Hunter, and Levan, 2017;Hunt, Ober, and Watkins, 2017), as well as tools developed by external organ izations such as the cost module for the Substance Abuse Ser vices Cost Analy sis Program (Zarkin, Dunlap, and Homsi, 2004), and adapted to the needs and context of LMYSC. The template distinguished implementation and running costs and sought to collect data in the following categories: (1) personnel costs, (2) ser vices, (3) fa cil i ty costs, (4) equipment and supplies, and (5) other costs.…”
