The EU faces an existential crisis. The 'liberal core', which played an important role in transforming the illiberal regimes in much of the post-war period, suffers from a series of setbacks. This paper argues that the possibility of reverse transformationthat is, the power of the emergent illiberal bloc to influence the liberal core, has become a real possibility for the first time in the history of European integration. The paper contributes to the growing debate on the sources of the EU's existential crisis and its future from a global political economy perspective. We suggest that a pushand-pull framework provides a coherent analytical toolkit to explain the properties and nature of the illiberal turn in the EU with its potential implications for the future of European integration.

Traditional definitions of power assume a unidirectional and coercive relationship between two actors. The debate about power in International Relations has questioned such a compulsive unidirectionality by pointing to the multidimensionality of power, as well as to the power of those who are traditionally seen at the receiving end. It is especially the latter aspect that has not been taken up seriously by empirical analyses. Moreover, research has ignored the complex power struggles the ‘receiving’ actors are engaged in and their possibility of resistance. If taken into account, these Foucauldian revisions of the concept of power allow us to analyse the development of the relationship between Turkey and the European Union (EU) since the turn of the millennium in a much more nuanced way than is often done in the existing Europeanisation literature. This case is particularly interesting, firstly because of the change in relations between the EU and Turkey, questioning the condition of a credible membership perspective under which the traditional form of power of the EU over its neighbourhood becomes effective. It secondly shows that the EU’s power extends much beyond the imposition of policy changes and has restructuring effects on society as a whole, while domestic actors are by no means passive recipients in this process.

Bu makale, AB-Türkiye ilişkileri bünyesinde, Türkiye devlet ve vatandaşlarının pratiklerinin Avrupa kimliğinin ve vatandaşlığının içeriğini ve sınırlarını nasıl şekillendirdiğini ortaya koymaktadır. AB-Türkiye ilişkileri üzerine olan literatür ağırlıklı olarak Türkiye'yi değişimin alıcı tarafında görerek, AB kaynaklı etkiler sonucunda Türk siyasetinin, toplumunun, ekonomisinin ve hukukunun dönüşüp dönüşmediğini incelemiştir. Pratik kuramı ve post-kolonyal yaklaşımlardan beslenen bu makale ise, Türkiye ile ilişkisinin Avrupa'yı iki temel açıdan etkilediğini savunmaktadır. İlk olarak Türkiye devletinin AB'ye üyelik yönündeki ısrarlı talepleri Avrupa kimliğinin ihtiva ettiği evrensellik ve tikelcilik arasındaki gerilimi su yüzüne çıkarmış ve çok-kültürlülük ve kendine özgülük iddialarına meydan okumuştur. İkinci olarak, Türk vatandaşları Avrupa devletlerine ve Avrupa Birliği'ne yönelik hak talepleri, kimlik söylemleri ve siyasi eylemleri yoluyla Avrupa vatandaşlığının dışlayıcılığına meydan okuyup, iç/dış ayrımlarının daha geçirgen olduğu daha kapsayıcı bir Avrupa'nın inşasına katkıda bulunmaktadırlar.
