Inside-Outside Circle (IOC) learning model is a model that focuses on large group discussion and actively involves all students to share their ideas in the classroom. The aim of this research was to improve the sociology students learning outcomes on communication skills and cognitive aspect in Sociology education program Universitas Megarezky. This research used Classroom Action Research (CAR) and applied inside-outside circle which is one of cooperative learning models. The research was done with two cycles each of which consisted of planning, implementing, observing and reflecting. Questionnaires, observation, and tests were used to collect data. Data analysis technique used was descriptive quantitative analysis. The research result showed that students' learning outcomes on communication skills, and cognitive aspect improved in each cycle by the application of IOC learning model can improve the sociology education program for the students' learning outcomes. This research can be considered successful because students' learning outcome on communicative skill aspect is 69% in cycle I and improve 89% in cycle II, then cognitive aspect is 70% in cycle I and Cycle II is 90%.
