Globally, policies aiming for conservation of species, free‐flowing rivers, and promotion of hydroelectricity as renewable energy and as a means to decarbonize energy systems generate trade‐offs between protecting freshwater fauna and development of hydropower. Hydroelectric turbines put fish at risk of severe injury during passage. Therefore, comprehensive, reliable analyses of turbine‐induced fish mortality are pivotal to support an informed debate on the sustainability of hydropower (i.e., how much a society is willing to pay in terms of costs incurred on rivers and their biota). We compiled and examined a comprehensive, global data set of turbine fish‐mortality assessments involving >275,000 individual fish of 75 species to estimate mortality across turbine types and fish species. Average fish mortality from hydroelectric turbines was 22.3% (95% CI 17.5–26.7%) when accounting for common uncertainties related to empirical estimates (e.g., handling‐ or catch‐related effects). Mortality estimates were highly variable among and within different turbine types, study methods, and taxa. Technical configurations of hydroelectric turbines that successfully reduce fish mortality and fish‐protective hydropower operation as a global standard could balance the need for renewable energy with protection of fish biodiversity.

The proliferation of hydropower development to meet obligations under the Renewable Energy Directive has also seen the emergence of conflict between the hydropower developers and the fisheries and conservation sectors. To address this trade-off between hydroelectricity supply and its environmental costs, this chapter introduces a series of tools and guidance to assess environmental hazards of hydropower in particular on fishes, to enhance assessing cumulative effects from several hydropower schemes and to enable informed decisions on planning, development and mitigation of new and refurbished hydropower schemes. The newly developed European Fish Hazard Index is introduced as objective, comparable, and standardized screening tool for assessing the impacts on fishes at existing and planned hydropower schemes, while explicitly considering the ecological status and consecration value of the ambient fish assemblage. In addition, guidance is provided on assessing the environmental impacts of consecutive hydropower schemes in a river system. This guidance separates between cumulative impacts on habitats and species and thus, considers cumulative length of all impoundments in a river system, total fragmentation by barriers (barrier density), but also different migratory life history traits of species and their encounter probability with hydropower schemes and sensitivity to mortality. Finally, a decision support scheme is provided to balance the environmental risk with appropriate, site-specific mitigation planning and implementation at new and existing hydropower schemes.

The process of fish migration is one of the most important biological aspects of the life of certain fish species, including fish species that live in freshwaters. In Indonesia’s freshwaters, several types of fish migrate to fulfill parts of their life cycle, such as Anguilla spp., Tor spp., and Rasbora spp., which have economic and ecological values. Fish habitats and migration routes can be affected by many cause changes, including dam constructions, other infrastructure constructions, drainage of wetlands, and floodplain disconnection. Other threats to migratory freshwater fish are overfishing and pollution. In Indonesia, most migratory freshwater fish threats were obstructions to free-flowing rivers, such as dams, and the exploitation of adult fish that migrate for spawning. Some management approaches should conserve and sustain the use of migratory freshwater fish.
