“…Theoretically, energy balance closure, ε should be very close to 1.0; however, energy imbalance was often reported. For instance, after the First International Satellite Land Surface Climatology Projects (ISLSCP) Field Experiment (FIFE), various participants [e.g., Strebel et al , 1990; Smith et al , 1992; Nie et al , 1992] pointed out that the uncertainty in locally measured sensible and latent surface heat fluxes may be about 10% to 20% of the total or ∼20–30 W m −2 per day [see also, e.g., Brutsaert and Sugita , 1992a, 1992b; Qualls and Brutsaert , 1996a, 1996b; Sugita and Brutsaert , 1990, 1996]. In a well watered broad‐leaved forest of Nothofagus trees, R n − J − G, where J is heat storage in the canopy, tended to exceed H + LE by 50–150 W m −2 during periods of intermittent cloudiness [ Kelliher et al , 1992].…”

“…On the other hand, FIFE took place during the summer in Manhattan, Kansas (Sellers et al, 1988(Sellers et al, , 1992Strebel et al, 1990). Abundant soil moisture and vegetation were present for much of the observation period.…”

“…HSIS is arranged hierarchically and is broadly compatible with the FIFE Information System (FIS) (Strebel et al, 1990). AI1 data are being entered into HSIS in a standardized format and are being released periodically on CD-ROM, After the data sets are submitted, but before release on CD-ROM, the data are accessible from a central computer in the form in which they were submitted.…”
