Spatio-Temporal Impact of Rural Livelihood Capital on Labor Migration in Panxi, Southwestern Mountainous Region of China

Labor migration to urban centers is a common phenomenon in the Panxi region of the southwestern mountainous region of China, mainly owing to inadequate livelihood capital in rural areas. Numerous studies have been conducted to explore the relationship between labor migration and its causes, such as individual and family characteristics, but few studies have focused on livelihood capital. This paper examines the impact factors on labor migration employment location selection and duration from a household livelihood capital perspective. A case study of 279 households from 10 villages in the area was carried out in February 2016. We used both qualitative and quantitative methods to analyze the data. On the basis of the 279 questionnaires, the proportion of households with non-labor migration is 48.4%, whereas households with labor migration within a local city and migration across regions account for 28.7% and 22.9%, respectively. Social, financial, and human capitals are the primary factors that influence migrants' employment location choice positively. Among them, social capital has a significant impact on both migration within a local city and across regions; each of the regression coefficients is 1.111 and 1.183. Social, human, and financial capitals also have a positive impact on the duration of labor migration, and similarly, social capital is the highest coefficient with 2.489. However, physical capital only partly impacts labor migration across regions, whereas the impact of labor migration within a local city, and the duration, are not significant. Furthermore, the impact of household natural capital on migration space and time are all negative relationships, especially for labor migration across the regions and duration, with coefficient scores of 4.836 and 3.450, respectively. That is to say, a laborer is inclined to migrate within a local city for a short term, or not migrate at all, if natural capital is abundant. Our analysis results show that household livelihood capital has a strong spatio-temporal impact on labor migration.

ABSTRACT The high Number of Indonesian migrant workers (IMWs)workingin abroad, in facts, is not supported by adequate government protections. Due to BNP2TKI Crisis Center data of 2016, there are at least 27 thousand casesfaced by IMWs working in many countries all over the world. According to the research results conducted Wulan (2011), problems faced by IMWs in the destination countries, 80 percent of those come from villages. A village actually has strategic roles to becomes a foundation of safe migrations since villages arethe first exit doorsforpotential IMWs. The government negligence in protecting IMWs eventually results in village constructive fights to protect their people. IMWs protection is realized in migrant workers caring villages initiated by some villages such as inKuripan Wonosbo Central Java and Nyerot Lombok West Nusa Tenggara; Qualitative method is used in this research by having deep interviews, observation, andfocus group discussion with head of Desbumi’s village, village goverment.The results show that the existence of Desbumi can be a model of IMW’s protection from upstream to downstream and it means that the state present in the protection of IMWs. Keywords: Village, desbumi, protection, Indonesian Migrant Workers ABSTRAK Tingginya jumlah Buruh Migran Indonesia (BMI) yang bekerja ke luar negeri, ternyata tidak diimbangi perlindungan yang memadai oleh negara. Pada tahun 2011-2016 berdasarkan data dari Crisis Center BNP2TKI, terdapat sedikitnya 27 ribu kasus yang menimpa BMI yang berada di berbagai negara. Berdasarkan hasil penelitian Ecosoc (2008), permasalahan yang dihadapi BMI di Negara tujuan, 80 persen sumbernya justru berasal dari desa. Desa sebenarnya memiliki peran yang sangat strategis untuk menjadi basis bermigrasi aman, karena desa adalah pintu keluar yang pertama bagi seorang calon BMI. Abainya pemerintah terhadap perlindungan BMI pada akhirnya justru melahirkan perlawanan-perlawanan yang konstruktif dari desa-desa untuk melindungi para warga mereka. Perlindungan terhadap BMI itu diwujudkan dalam desa peduli buruh migran (desbumi) yang diinisiasi beberapa desa, antara lain Desa Nyerot Lombok Nusa Tenggara Barat dan Desa Kuripan Wonosobo Jawa Tengah. Untuk itu peneilitian ini bertujuan mengidentifikasi dampak keberadaan Desbumi terhadap perlindungan BMI. Metode yang digunakan dalam penelitian ini adalah metode kualitatif, dengan teknik pengumpulan data wawancara mendalam dan FGD terhadap kepala desa, pengurus desbumi serta tokoh masyarakat di Desa Kuripan Wonosobo Jawa Tengah dan desa Nyerot Lombok Nusa Tenggara Barat.Hasil penelitian menunjukkan bahwa keberadaan desbumi mampu menjadi model perlindungan BMI dari hulu sampai hilir dan menjadikan negara hadir dalam perlindungan BMI. TKI complains about various problems, namely being sent home, salaries not being paid, termination of employment before the work agreement ends, overstaying, and TKI not leaving. For this reason, it is necessary to monitor the progress of migrant workers while working abroad as well as the problems that occur in the government and among migrant workers themselves. Violations and prevention can be avoided if migrant workers know the laws, social and culture abroad, especially in Taiwan. On the other hand, TKI must know how to submit complaints to the Indonesian government, foreign governments, and closest government representatives. The problem that most often occurs is that the company terminates employment without terminating the contract, for this reason, we need an application that can help us find work before being sent home because the cost of becoming a migrant worker is very expensive. This has resulted in many illegal migrant workers, especially in Taiwan. This research targets the realization of a product in the form of the E-TWI application: Legal Protection, Prevention of Violations, and Job Search for Migrant Workers in Taiwan. Apart from that, this service product also aims to improve the quality of preventive treatment and legal protection for migrant workers in Tainan, Taiwan, reduce the budget figure for migrant workers, especially FKKBWIT members, and reduce the number of TKI who are forced to flee due to natural disasters accident lose their job. The E-TWI application: Legal Protection, Prevention of Violations and Job Search for Taiwanese Migrant Workers has features: reporting, complaints, legal and violation education, posting job vacancies to fellow workers, searching for work agents, and consulting legal and employment services.
