“…As for the connotation of the business environment, the business environment index system's previous conceptual framework was primarily centered on the perspective of transaction costs, which is incompatible with China's diverse institutional environment (Kuc‐Czarnecka et al, 2020; Yunus et al, 2014). Although some scholars elaborate on the meaning of the business environment from an ecosystem perspective, they mainly focus on the financial environment, corruption regulation, and other aspects (Haschka et al, 2022; Reyes et al, 2021). This study builds on earlier research by incorporating the SDGs to create a more thorough and reasonable measurement system of the business environment based on the ecosystem perspective from six dimensions: infrastructure environment, human resource environment, market environment, financial environment, the rule of law environment, and government environment, and further deepen the connotation of the business environment.…”

“…The development of SMEs is closely related to their dynamic environment. Haschka et al (2022) found that a favorable business environment generally promotes SMEs' growth, but some components of the business environment, such as low entry costs, access to land, and business service support, more strongly promote firm growth. The environment, particularly the business environment, undoubtedly represents the comprehensive ecosystem of the external conditions that market entities, including enterprises, face in their entrepreneurial and innovative economic activities.…”

“…In layman's terms, it is the time and cost required to comply with the policies and regulations for opening, operating, trading activities, paying taxes, closing and executing contracts, and other conditions. Moreover, the business environment for enterprises is in fact an important reflection of the soft power of a country or region's economy, and is an important element in improving international competitiveness [3]. Therefore, all cities in our country are making great efforts to optimize the business environment and continuously improve their strength.…”
