The Land Reallocation Model in the Course of Agricultural Land Consolidation in Ukraine

Abstract: The issue of the effectiveness of agricultural land consolidation in the environment of land relations being reshaped, with Ukraine as the example has been scrutinized in the research. Land reallocation as the key constituent of land consolidation has been considered according to the existing approaches. Necessity for substantiation of the peerness of land plots to be reallocated has been singled out. Key factors influencing the peer agricultural land exchange in the process of reallocation have been defined. … Show more

“…At the following stage, the buying out of the afforested land plots is initiated (with the land owners' concent), reserve territories are involved, buying out of non-afforested land plots is carried out with the total land area allowing to carry out the reallotment. Reallotment modeling based on the heuristic method [13,14] or optimization method [15] is carried out.…”

“…In this case the consolidated land tenure is formed so, that every land plot included in it (but for those at the angles) borders on at least two land plots which are also a part of such land tenure. If such a precondition is not set, the quantity of variants of the formation of the consolidated land tenure is: The modeling of the exchange of land plots based on the theory of combinations was included into land consolidation and reallotment models presented in the works [6][7][8][9], which are based on the heuristic [6] and optimizational methods [7,8] and their combination [9].…”

“…According to Bugaienko [30], the main goal of the modelling is to minimize the distance from the parcel to the farmhouse. This makes sense because the mechanized transport line from the farmhouse to the parcel could be considered a fixed cost in agricultural production and, also, an unnecessary source of greenhouse gas emissions in agriculture.…”
