Using a case study approach from past projects in Singapore, Australia, Cambodia, Thailand and Vietnam, we examine the benefits, but also some of the challenges, to implementing green space in urban design. Green space can have multiple physical and psychological wellbeing benefits, as well as environmental benefits, including urban runoff quantity and quality management, urban heat island abatement, air quality improvement, and noise reduction. Water sensitive urban design (WSUD) can be an important element of green space design and here we explore how modeling of ecosystem services and dynamic modeling of WSUD can help to facilitate sound planning and management decision making in support of green space implementation. As we illustrate with examples for Australia, Singapore and Cambodia, we believe that application of an urban ecosystem services modeling approach can elucidate environmental benefits of urban green space that otherwise may not be considered. Engineers may include dynamic modeling of WSUD in support of an urban master plan, or urban redevelopment, but generally urban planners are less conversant in applying models. We discuss some of the challenges to integrating multidisciplinary visioning and modeling of green space design and performance evaluation through our experience with a stormwater and wastewater design study for Cha Am, Thailand, that included landscape architecture and engineering classes at Thammasat University, Mahidol University, and AIT. Through a case study of Phnom Penh, we illustrate how modeling and 3D visualization can be used to effectively explore the benefits of green space. We conclude that a user-friendly decision support system is needed to integrate modeling and visualization tools and thereby bridge the gap between form and function in urban green space design.

The concept of the circular economy has become well known for its solution-oriented approach to transforming available resources into a closed-loop resource system. However, in the context of coastal areas, coastal resources seem to be ignored in the tourism production and consumption process. In relation to the 2030 Agenda for Sustainable Development Goals (SDGs), this article discusses how sharing economy practices may sustain coastal resources through ecotourism, applying a sharing-economy theory that emphasizes changes in the new form—a circular economy—rather than a single traditional Airbnb model or ecotourism model. This study proposes a coastal sustainable development structure model based on the integration between the sharing economy and ecotourism with three modes—positive economic effects, positive economic pressures, and sustainable coastal development—and uses coastal residents’ expectations of their living conditions as moderating factors to investigate the impact of the circular economy on coastal sustainability. We developed a survey-based model that included 303 samples from the indigenous residents of 13 provinces throughout the Vietnam Mekong Delta. The results show that the integration of ecotourism with the Airbnb model has a positive effect on residents’ living conditions, supporting sustainable local development. However, the advancement of technology and residents’ awareness involves barriers to coastal development because the process of modernization is still limited in coastal areas. More specifically, in the case of the Vietnam Mekong Delta, our results suggest that limited technical knowledge and language ability stand as barriers to coastal businesses, showing that the lack of inter-regional connectivity limits the magnitude of local tourism in coastal areas. These findings are useful for assessing residents’ living conditions so that coastal development can work towards poverty reduction. Finally, the establishment and expansion of policies by local authorities can be an indispensable part of coastal economic development by limiting the negative effects of the abuse of natural resources and facilitating family businesses in coastal zones in an effort towards the integration of economic development and social and environmental responsibility.

Irrigation water pricing policies and water resources management

As water is a state subject in India, an enormous variation of irrigation water pricing across the states is noticed. Revenue collection under irrigation water charges of the states is not encouraging. The present paper reviews the structures of water pricing mechanism in different states of India and suggests a way to achieve sustainable water resources management in India. Various reports, water policy documents, and major recommendations of the irrigation commission were reviewed and analyzed. It was observed that low revenue collection is mainly due to the low rate of water taxes, no periodic revision, and, flaws in the current revenue collection mechanism across the states. The water regulatory authority should be made a statutory body to manage various water uses and their fair pricing. A volumetric pricing system can be implemented in wells and tube-wells-irrigated areas and for surface irrigation, and this requires considerable investment in irrigation water supply infrastructure and development of operational plans. Until a well-developed volumetric system comes into practice, the current system of revenue assessment and collection must be rationalized and simplified. An appropriate power tariff policy for rural areas and inclusion of the irrigation sector in a ground water conservation fee is required.
