“…As the legislative landscape relating to underwater cultural heritage management became more complex, so too did the division of institutional responsibility. The problem was one of overlapping authority, within and across the national, provincial, and local levels of government (Mochtar 2016;Fitri and Ahmad 2017).32 Law No. 11/2010 states that the ministry with responsibilities for cultural affairs-that is, the Ministry of Education and Culture-is charged with researching, protecting, and preserving cultural heritage sites, including underwater cultural heritage sites (Article 1 ( 38 Within this ministry, these heritage-focused responsibilities fall to a number of functional units and are part of a broader focus that also includes ocean dynamics, physical environment conditions and marine biodiversity, and the identification of threats to underwater cultural heritage sites.…”
