The Maturity of Humanitarian Logistics against Recurrent Crises

Abstract: This paper provides a framework to analyze the maturity of humanitarian logistics systems to face crisis situations related to recurrent events, and thus to identify the main areas of action and the community needs in terms of crisis logistics planning. First, the main notions of humanitarian logistics systems planning, and the theoretical contribution of maturity models are presented. Second, a maturity model for humanitarian logistics systems is proposed and the main categories of elements defining maturity … Show more

“…The first developed a specific model for fire-related disaster response organisations/teams (Ma et al, 2019). The second was applied only qualitatively, allowing only the analysis of responses from different disasters (Gonzalez-Feliu et al, 2020). Therefore, the current research stands out for being general and suitable for a broader perspective of DHO and to be considered by any stakeholder.…”

“…The fire emergency response capability maturity model (FE-CMM) evaluates urban fires' response and emergency capacity (Ma et al, 2019). The most recent model in the literature also covers the disaster response process and allows an analysis of logistical systems' maturity in coping with recurrent crises (Gonzalez-Feliu et al, 2020). Sixth, Table 1 presents the countries where each research was developed or validated.…”

“…The influence of risk perception is a phenomenon that occurs both in social sciences [ 33 , 34 ] and economics [ 35 ]. The crisis related to the spread of the SARS-CoV-2 (COVID-19) virus poses the same risk associated with hazardous conditions for human health and life as in the case of a disaster and can be considered an anthropogenic crisis [ 36 ].…”

“…Moreover, the reactions and acceptability issues to collaboration need to be analyzed to ensure a durable and stable collaborative strategy (Gonzalez-Feliu and Morana, 2011). That can be done via the deployment of capability maturity models (CMM), which are popular in other fields (Gonzalez-Feliu et al , 2020), but remain little deployed in collaborative economies of small/individual companies.…”
