In turbulent and competitive scenarios, strategic intelligence is a crucial process for organizations to reduce uncertainties during decision-making and to anticipate changes that may affect their performance and sustainability. Despite the relevance of the activity, continuous and structured processes based on intelligence in organizations are not a reality due to the difficulty of implementing and formalizing it. Executing a diagnosis to evaluate conditions that precede the adoption of a structured intelligence activity allows companies to recognize their efficiency to perform monitoring, to further improve or implement it. This paper explores organizational, informational, individual, technological and material conditions that precede the adoption of the intelligence process, reviews six diagnostic models and proposes a diagnostic tool to evaluate issues that must be considered in advance. The Delphi method was used to exploit opinions among 30 intelligence practitioners in order to define which conditions of the process should be evaluated before its adoption in companies. As a result, this work contributes to filling the gap observed in the literature about the motivation to initiate the intelligence process in organizations and presents a formalized tool to evaluate its pre-adoption stage.

The question whether foresight processes are scientific procedures at all is still under lively discussion. In this article, we shall try to give an answer by creating a generic model of such processes and compare it to a widely accepted set of conditions characterizing scientific disciplines. The model developed here shows a similar structure, as some technology assessment procedure given by the German VDI, and is therefore one of the two major parts of a holistic approach to solving strategic decision problems. The detailed analysis will show how foresight fits to a fundamental model of sciences and reveals possible deficits and perils. Some recommendations are given for the development of quality assurance measures for foresight products. Special emphasis is laid upon the role of fallibilism and the applicability of Popper's mechanism of falsifying hypotheses.

BackgroundDespite some emerging lessons learned from the COVID‐19 pandemic, evidence suggests the world remains largely underprepared for—and vulnerable to—similar threats in the future.MethodsIn 2022, researchers at the US National Institute for Occupational Safety and Health (NIOSH) led a team of volunteers to explore how future disruptions, such as pandemics, might impact work and the practice of occupational safety and health (OSH). This qualitative inquiry was framed as a strategic foresight project and included a series of activities designed to help better understand, prepare for, and influence the future.ResultsFindings from a thorough search for indicators of change were synthesized into nine critical uncertainties and four plausible future scenarios. Analysis of these outputs elucidated three key challenges that may impact OSH research, policy, and practice during future disruptions: (1) data access, (2) direct‐to‐worker communications, and (3) mis‐ and dis‐information management.ConclusionsA robust strategic response is offered to address these challenges, and next steps are proposed to enhance OSH preparedness and institutionalize strategic foresight across the OSH community.
