The National Statistical Institutes (NSIs) of the European Statistical System (ESS) have constantly strived to innovate products, processes and methods. Recent developments in the past decade have shown how rapidly data ecosystems are evolving across our globalised and digitalised societies. The outbreak of the COVID-19 pandemic in 2020 represented a turning point for innovation in the ESS. The speed of change spiked: those NSIs that had established a solid ground for innovation managed to continue providing high quality statistics to society and policymakers, while exploiting the potential for innovation given by the availability of new data sources. Despite the pandemic slowly losing its grip, Europe has found itself in the middle of a new crisis with the Russian invasion of Ukraine. Therefore, NSIs now face the challenge of keeping up the innovative work and rolling out these innovations into production. This paper provides an overview of the work on innovation done at the ESS level in recent years and its contribution to the resilience of the statistical system to respond to recent crises. Furthermore, taking stock of recent experiences, it presents some of the main challenges and enablers which are needed to sustain ESS innovation in the years to come.

Official statistics place particular emphasis on communication and dissemination of surveys’ results to citizens and stakeholders. This is typically done through the publication of press releases and presentation of aggregated data of statistical surveys. The use of web services and software that allow users to interact with the results of official statistics comes to further enhance communication, dissemination, literacy and overall quality of official statistics. This paper is related to the objectives and context of reaching a wider audience through engaging users and explains how an NSO (National Statistical Office) member without specialized knowledge of frontend-backend programming techniques can create such web services in R programming environment through “Shiny” library. The paper also reviews the issue of hosting “Shiny” apps and presents existing approaches. For demonstration purposes, an experimental version of such an application was constructed that presents in an interactive way the quarterly results of the new statistical product of the Hellenic Statistical Authority (ELSTAT) on Greek business demography.

Today, there is a greater demand to produce more timely official statistics at a more granular level. National Statistical Institutes (NSIs) are more and more looking to novel data sources to meet this demand. This paper focuses on the use of one such source to compile more timely and detailed official statistics on port visits. The data source used is sourced from the Automatic Identification System (AIS) used by ships to transmit their position at sea. The primary purpose of AIS is maritime safety. While some experimental statistics have been compiled using this data, this paper evaluates the potential of AIS as a data source to compile official statistics with respect to port visits. The paper presents a novel method called “Stationary Marine Broadcast Method” (SMBM) to estimate the number of port visits using AIS data. The paper also describes how the H3 Index, a spatial index originally developed by Uber, is added to each transmission in the data source. While the paper concludes that the AIS based estimates won’t immediately replace the official statistics, it does recommend a pathway to using AIS-based estimates as the basis for official port statistics in the future.
