The confinement of girls has become more visible as their rate of incarceration has risen significantly over the past two decades. Theories about girls' delinquency have shaped system responses to them in the past, and recent theoretical work points to the need for significant system reform. Understanding who these girls are and why they are incarcerated should lead to less restrictive responses to their delinquent behaviors and responses that more adequately address their needs.
