Malaysia is experiencing waste disposal management issues involving the lack of recycling practices among human behaviour, the absence of domestic waste recycling mechanisms, and poor enforcement for recycling activities. Previous studies revealed that households generate domestic waste hence requires changes in domestic waste management. This paper aims to establish the conceptual framework of solid waste recycling practice by employing the Theory of Planned Behaviour (TPB). Content analysis was employed to verify the trends of research in the related topic. From prior related studies, a variety of approaches based on the TPB model were examined. Results demonstrated that many factors influence the household’s behaviour in domestic waste recycling using the TPB model. The outcome of this study was a conceptual framework in determining the factors of human behaviour in domestic waste recycling. The framework can therefore be a mechanism for authority in managing domestic waste.

The COVID-19 pandemic has caused most waste recycling activities to be terminated due to several factors, such as concerns about the spread of coronavirus through the collected solid waste. This study investigates the socio-economic impact of the situation of the closed-loop system of solid waste recycling. Several recommendations for tackling this problem are presented in this research. Primary data collection for the waste bank and informal recycling sector was carried out in the eastern part of Surabaya during large-scale social restrictions. In-depth interviews were conducted with waste bank customers, waste bank unit representatives and the informal recycling sector to understand the pandemic’s socio-economic impact on the closed-loop system. Results show that this pandemic has significant impacts on individuals and stakeholders engaged in waste recycling activities. Customers of waste banks, who mostly belong to low-income communities, mentioned that the waste bank closure gave rise to social and economic problems, such as increasing unmanaged solid waste and decreasing income. This result also applied to the informal recycling sector. The government can use the recommendations in this study to generate related policies, such as enforcing the health protocol within solid waste management to keep the recycling system in place and the business alive.

Waste Bank Revitalization in Palabuhanratu West Java

Palabuhanratu Village has three waste banks, one of them was established since 2010, the others built in 2016. However, waste processing from the source is still not optimal, it’s only reduced waste about 5% of the total waste generated to the final waste disposal site. The performance of waste banks is still minimal, because one waste bank can not serve the entire area of the village. Furthermore, organic waste processed by some communities of Palabuhanratu Village to be compost can not be a mass movement, due to the lack of public knowledge. The purpose of this research is to know the existing condition of waste management in Palabuhanratu Village and to formulate the revitalization of existing waste bank. The research used survey research method by using questionnaire, in depth interview, and observation. Analytical technique using quantitative and qualitative analysis. The findings of the research indicate that the residents of Palabuhanratu Village who often do waste sorting from the source only from the residents of RT 01 / RW 33. The number of existing temporary waste disposal site in Palabuhanratu Village is still lacking, so it requires addition up to 5 units that integrated with waste bank in this village.
