The state of outsourcing in the Canadian mining industry

Facility Manager (FM) role requires expertise in various aspects of facility maintenance. Due to the diverse job functions as an FM, outsourcing and hiring external vendors is a common practice in the industry to gain additional expertise. Since a facility manager oversees the external vendor's contract and the performance of the external vendor directly affects the quality of a facility, the FM's performance is ultimately related to the performance of the outsourcing company. Hence, it is critical to measure performance and the quality of the services provided by the outsourcing company. One of the FM's at a corporation (XYZ Corporation) was faced with a challenge of low performance and poor quality on their outsourced janitorial contract. The literature review revealed that there has been very little research done with regard to outsourcing of the janitorial contract. In order to address the challenge of XYZ Corporation a performance measurement model was implemented using performance Scorecards at XYZ Corporation for janitorial contracts. The Scorecard was developed based on the previous experience of the FM group, the researchers and the specific areas targeted by XYZ Corporation that were part of janitorial vendors responsibility. This paper presents the impact of the performance measurement model on the quality and performance of the janitorial vendor and its expansion to other outsourcing contractors based on the lessons learned from the janitorial contracts. The study revealed that the implementation of a performance measurement model resulted in an overall improvement of the performance of janitorial vendor and the contractors.

RESUMO:O outsourcing é considerado uma prática chave na organizações industriais e prestadoras de serviços, consiste na tomada de decisão estratégica entre produzir internamente produtos ou serviços ou comprar de fontes externas, objetivando a redução de custos e melhor desempenho. No entanto, antes de decidir pela aderência à prática, os gestores se veem diante de fatores que pesam na decisão, os quais demandam análise principalmente do impacto nas atividades operacionais da organização. Nesse contexto, a pesquisa objetivou investigar quais os critérios recorrentes para a tomada de decisão na adesão do outsourcing, na indústria paranaense sob a percepção dos gestores. Quanto aos delineamentos metodológicos a pesquisa é classificada como descritiva com enfoque quantitativo, a coleta de dados se deu por meio de questionário adaptado de Moschuris (2015), nos meses de junho e julho de 2016, a população e amostra foram extraídas do banco de dados da Federação das Indústrias do Paraná (FIEP), como amostra final foram analisadas 33 indústrias respondentes. Os resultados obtidos evidenciaram que dentre os 11 critérios estratégicos abordados, os itens de custos e qualidade foram considerados como mais relevantes na percepção dos gestores respondentes para tomada de decisão de adesão ou não ao outsourcing. Quanto as dimensões em que as decisões são tomadas, a mais importante foi considerada pelos gestores, foi a da complexidade, seguida de tecnologias e incertezas ambientais. In the present era of globalization, outsourcing proves to be one of the prominent and emerging business practices widely adopted by the firms around the world in order to stay competitive. The academic literature on outsourcing in the Indian context mostly deals with the outsourcing of information technology/information systems (IT/IS) and business process outsourcing (BPO) that are outsourced to Indian IT firms by the multinational companies (MNCs) located abroad. However, studies on outsourcing practices followed by the Indian firms may be inadequate in the extant literature. It was observed that the decision of outsourcing is often taken in an aggressive manner with an emphasis on short-term cost advantage rather than giving due consideration in realizing the significant contribution of such decisions over the long-term competitiveness of the organization. The present study provides a structured approach to analyze the suitability of outsourcing in line with the organizational strategy for performance improvement for the coal mining organization in India.
