Rail freight has exhibited significant growth within the last decade between Asia and Europe, especially after the announcement of China's Belt and Road Initiative in 2013, which consists of seaborne and land routes. Within the latter one, this paper focuses on the railroad network that consists of six major corridors. Using the software AnyLogic (Version 8), we give a macroscopic model designed as a GIS-based discrete-event model of rail freight from China to Germany under existing border control point capacities, eventually providing a general overview toward the classification of different routes and countries and later ranking them according to their criticality index. This criticality index is computed as a product of time variance and the Logistics Performance Index. The former is obtained through various scenario analyses within the paradigm of shortest route and current border control points having constant capacity, but variable number of trains per day. In an attempt to understand the network under stress, the results obtained from this study also establish the need to increase the processing capacity at border control points to maximize the utilizability of this transcontinental railway network. The results show that lower capacity at border control points leads to higher time for trains to reach their destination. Stakeholders who are actively ABOUT THE AUTHORS

Relevance. Through specific archival and historical data, this research article describes the purpose of the Republic of Kazakhstan's defense policy, which is based on the goal of peacekeeping, which dates back to the country's early days of independence, the course, results, and historical significance of this activity. In addition, a description and analysis of the fact that this national-level action was carried out in a variety of ways. Purpose. The aims and objectives of the state's defense policy were established and authorized on a legal basis in the first stage. The training strategy for national military experts in several fields has been designed and accepted. The issue of the Armed Forces' contemporary equipment has been addressed and implemented. Methodology. From this period, the Republic of Kazakhstan began to work to ensure the defense capabilities of the Armed Forces of the country, as well as to ensure stability and peace in Central Asia. In particular, the Republic of Kazakhstan became a member of the Collective Security Treaty Organization, founded by the CIS member states, and began to hold joint events. Results. In particular, cooperation in the field of joint defense with the Russian Federation was established and further developed. For this purpose, equal relations with the People's Republic of China have been ensured. From the first days of independence, the Republic of Kazakhstan has laid the foundation for multifaceted cooperation with the Republic of Turkey in this area. The work of the Republic of Kazakhstan carried out by mutual agreements of this content with the United States was remarkable. At the same time, attention was paid to the relations of independent Kazakhstan with NATO and its adoption was included in the “Partnership for Peace” Program. Conclusions. As a result of the concrete measures taken for this purpose, the capacity of the Armed Forces of the State has increased and has become a strong guarantee of the country's security.

Relevance. The subject of the study on constitutional review of economic reforms is relevant, as it concerns the principal aspects of legal regulation of the economy and requires the search for modern approaches to harmonise constitutional principles with economic changes in the context of constant challenges of the global economic environment. Purpose. The purpose of this study was to analyse the practices of constitutional review of economic reforms in different countries to identify successful practices and develop proposals for their improvement. Methodology. The study employed analytical, functional methods, method of system analysis, deduction, synthesis, and method of comparison. Results. The study analysed the role of constitutional review in the context of economic reforms, examining its impact on protecting the fundamental rights and freedoms of citizens, ensuring the constitutionality of legislation, controlling the actions of the executive, and combating arbitrariness and corruption. The study compared different approaches to the organisation of constitutional review, identifying their effectiveness in addressing economic challenges. Cases of successful and unsuccessful cases of constitutional review in different countries were examined, identifying factors affecting its effectiveness. The study highlighted the significance of ensuring the independence of constitutional bodies, the introduction of technology to streamline procedures, and active engagement with international practices and international research projects. Conclusions. The study concluded by suggesting ways to improve constitutional review through the introduction of procedural improvements, educational programmes, international practices, and the strengthening of constitutional review institutions to better follow constitutional principles in a changing economic environment. The practical significance of this study lies in the fact that the proposed ways of improving the constitutional review of economic reforms can serve as a basis for the development of effective mechanisms that promote more flexible and adaptive regulation of economic policy.
