Since entering the waste policy debate in the 1980s, the sustainability discourse has sought to find alternatives to end-of-pipe solutions. The latest development on this path is the emergence of the circular economy, which aims to close the loop of the current linear economy. This case study analyses a substantial Finnish waste policy reform that has been underway since the late 1990s. The objective of the reform has been to create a decree that streamlines waste utilisation in earthworks. The decree was prepared between 2000 and 2006, and then reformed between 2015 and 2018. We analysed the discursive spaces of both phases and compared them to interpret the changes in the discourse of waste policy. The discursive space in the preparation phase was structured by the tension between the discourses of resource efficiency and precaution, but in the reform, the emergence of the circular economy diversified the discursive space. The thinking regarding the circular economy has added complexity, competition, and struggle to waste policy, but also enhanced the role of upcycling.

Objective: To develop a policy formulation tool for strategically informing food and nutrition policy activities to promote healthy and sustainable diets (HSD). Design: A policy formulation tool consisting of two complementary components was developed. First, a conceptual framework of the environment-public health nutrition relationship was constructed to characterise and conceptualise the food system problem. Second, an 'Orders of Food Systems Change' schema drawing on systems dynamics thinking was developed to identify, assess and propose policy options to redesign food systems. Setting: Food and nutrition policy activities to promote HSD have been politicised, fragmented and lacking a coherent conceptual and strategic focus to tackle complex food system challenges. Results: The tool's conceptual framework component comprises three integrated dimensions: (i) a structure built around the environment and public health nutrition relationship that is mediated via the food system; (ii) internal mechanisms that operate through system dynamics; and (iii) external interactions that frame its nature and a scope within ecological parameters. The accompanying schema is structured around three orders of change distinguished by contrasting ideological perspectives on the type and extent of change needed to 'solve' the HSD problem. Conclusions: The conceptual framework's systems analysis of the environmentpublic health nutrition relationship sets out the food system challenges for HSD. The schema helps account for political realities in policy making and is a key link to operationalise the framework's concepts to actions aimed at redesigning food systems. In combination they provide a policy formulation tool to strategically inform policy activities to redesign food systems and promote HSD.

A Case Study of Complex Policy Design: The Systems Engineering Approach

Design, structure, modelling, and analysis of complex systems can significantly benefit from a systematic approach. One way to address a complex system using a systematic approach is to combine creative and analytical methods, such as general morphological analysis and design structure matrix. The aim is to propose a framework to address complex systems in two stages: first, formulation and generation of alternatives through general morphological analysis, and second, improvement and integration with design structure matrix for sequence optimization and cluster analysis. Moreover, general morphological analysis is further optimized through a novel sensitivity analysis approach reducing up to 80% the iteration time. The proposed approach is showcased in a case study of sustainable policy formulation for a wastewater treatment plant at a pulp and paper industry in Brazil. The results show that it is possible to generate a solution space that highlights the best possible combinations of the given alternatives while also providing an optimal sequence and grouping for an optimized implementation. The paper contributes to the field of conceptual modelling by offering a systematic approach to integrate sustainability.
