Purpose -This paper seeks to propose a managerial decision framework for different levels of supply chain, by addressing the strategic importance of competence values in supply chain effectiveness. Design/methodology/approach -A conceptual framework for supply chain effectiveness is defined in levels of supply chain targets, knowledge management dynamics, competence levels and competence success attributes. Analysis of literature in the areas of competence management, knowledge management, supply chain and value chain management resulted in defining the factors of the model. Surveys of industrial practices were used to validate the choice of factors. The analytical network process (ANP) is used to determine the most beneficial competence success attributes in a case study performed for three companies that participate in different stages of the textile supply chain. Findings -Individual competence in continuous learning and networking, as well as innovativeness of the team are found to be the three most important competence attributes in supply chain effectiveness.Research limitations/implications -The case study is executed in the regional textile industry. New case studies in other industries will help improve the framework. Further international surveys can improve the detail level of factors used. Practical implications -The study creates awareness of knowledge management dynamics and competence management for companies which are in need of innovation to improve their supply chain competitiveness. Originality/value -The proposed decision framework is one of the first efforts to consider the importance of competence in supply chain success. The ANP method is used to offer an accurate analysis of interdependent factors observed in management of knowledge dynamics and competence levels.

Purpose Without effective implementation, no information technology (IT) strategy can succeed. There has been much re-search into IT planning, but few studies have developed one of the most important phases of IT strategy: IT Implementation. IT implementation can be improved at information and communication technology (ICT) organizations through the use of organization learning models (OLM) and the implementation of ICT tools. This paper has two purposes define an OLM framework that determines the best practices to increase knowledge at individual, group and/organizational levels, and define and implement an ICT tool to facilitate the integration and institutionalization of the OLM. The ICT tool is based on the technology roadmapping technique that allows an organization to manage at an executive level what, when and how the IT strategy is going to be implemented. Design/methodology/approach This paper is based on a case study performed at an ICT organization that provides ICT services to financial institutions. The study was carried out in 2014. It analyzed over 24,000 projects, which translated into an equivalent of more than 18 million man-hours. The proposal was assessed at a very large ICT organization. Findings This paper proposes a framework called SPIDER to effectively implement OLMs based on Big Data management principles for monitoring and reporting current status of IT innovation strategies. These kinds of approaches contribute to solve the problems identified in the state-of-the-art regarding the communication and monitoring the implementation status of IT innovation strategies. During this research work, several factors that are essential to implement these kinds of approaches in large banking organizations were identified: effort required to elaborate the monitoring and reporting activities; easiness to understand the reported information; detailed planning of the implementation program; and focus on communication efficiency. Originality/value This paper determined the best practices to manage knowledge generated during the implementation of an IT strategy. Additionally, this paper defined and implemented an ICT tool to properly communicate and monitor the implementation of an IT innovation strategy, based on technological roadmap techniques.

Purpose Health and social care facilities are usually complex buildings that require continuous effort to provide resilient and sustainable responses to changes in demographics, technologies, diseases and models of care. Despite resilience and sustainability concepts being frequently used by practitioners and researchers, ambiguities in their definitions often result in a lack of operational solutions to record, monitor and improve the resilience and sustainability of health and social care facilities. Although the importance and complexity of the issues are widely acknowledged, there is little strategic guidance as to how they should be achieved. The purpose of this paper is to assess the suitability of developing a roadmap for improving the resilience and sustainability of UK health and social care facilities, and to identify the layers and processes needed to construct such a roadmap. Design/methodology/approach A qualitative approach was adopted, starting with a literature review of different types of roadmaps and their suitability to support the desired improvement objectives. Layers and processes were thus developed using the key issues identified in three recent research streams, and the roadmap was structured. Findings The major findings have been captured within a three-layer, four-step process generic roadmap for improving the resilience and sustainability of health and social care facilities that can be used to monitor performance, plans future actions and implement response to change. Practical implications This paper targets decision makers, especially estate managers, but the proposed layers and processes can be modified for other stakeholders. Originality/value This paper suggests an original approach for the development of a roadmap for resilience and sustainability of health and social care facilities, and specifically of how to structure layers and processes, envisioning a more integrated development of service provision and infrastructure asset management.
