Abstract: The article explores the reasons for failure of modernization of contemporary Ukrainian society hitherto. The conclusion about their deep value nature is grounded. Hence, it is proposed to look for ways of successful modernization based on pivotal cultural and historical traditions that have a consolidating, consensus character for all regions of multicultural Ukraine and for the Ukrainian civil nation as a whole.

“…For an example of practical use of the proposed mathematical model (a block diagram of the mathematical model is shown in Figure 1), we do not give its application in real time for the transportation of commercial goods, as it is associated with both trade secrets and is a narrow utilitarian application, which is uninteresting to the general public, but analyze and forecast redistribution of load for a longer time interval for transport hubs-seaports of Ukraine as transit points of multimodal transportations. To do this, we use the results of calculations given in [27,36] as reference values of risks. As reference data for calculations, we also use the above-mentioned sources of official statistics: the State Statistics Service of Ukraine [30] and the Association of Seaports of Ukraine [31].…”

“…According to the authors' study, the level of risks listed in [19] is currently lower by 21−27 %, but the tariff policy of Black Sea ports of other countries will impose restrictions not taken into account in [19,20] on the volume of transit and container traffic through Ukrainian ports. It is established that the projected in crease in the volume of container traffic on the world market will not lead to an increase in the rate of traffic (the trend line is 100 000 000 110 000 000 120 000 000 130 000 000 140 000 000 150 000 000 160 000 000 170 000 000 180 000 000 Fig.…”
