As the urban world population grows steadily, cities have become the main habitat for human beings. Against this backdrop, city quality or the level of development of the city's habitat that ensures the satisfaction of objective and subjective human needs become a matter of growing interest and concern for academics, policy makers, and citizens. Building on a resource‐based view of city quality, the aim of this paper is twofold. First, it proposes and validates scales for six city sub‐habitats: political, economic, social, natural, artificial, and technological. Second, it tests a model and the underlying hypothesis about the ranking of those sub‐habitats and of the perceived controversy regarding decision making upon them. For those purposes, a survey of 768 city inhabitants was conducted in Portugal to measure city quality and their sub‐habitats. Both the predicted ranking of importance of the sub‐habitats and the perceived ranking of controversy were empirically validated. The results constitute a novel and important contribution to understand city quality and its sub‐habitats, whose conceptual power relies on hierarchized factors linked to citizens’ happiness and to the level of controversy of the solutions.

Understanding how people engage in daily activities within a region can provide valuable information for smart city planners and strategic partners to use to assist in their decision-making processes. Such insights may relate to economic activities, sustainable city design, environmental impacts, and responses to climate change, contributing to the improvement in the quality of human life. Considerable attention is recently directed towards smart city initiatives that benefit majority of people, rather than projects that cater to the political, architectural, or vanity needs of a minority. However, understanding citizen requirements, behaviors, and opinions is difficult, and requires the use of technology and appropriate information sources. While social-media big data have provided opportunities to develop evidence-based insights into human daily activities, effective analytical methods to harness these opportunities remain in development. We propose a new analytical method to provide a deeper understanding of citizen activities by constructing building blocks in their activity storylines, with analysis of these storylines providing evidence-based insights into their activities. Over‐urbanization poses important challenges—both for citizen well‐being and quality of life, and for the sustainability of our planet. Traffic, accidents and pollution are just a few of the problems facing people living in cities. The need arises, then, to foster sustainable urban planning and management using, among other elements, smart solutions. In such a context, we would do well to reflect on effective economic, social, and environmental policies aimed at achieving sustainable cities and high quality of life for urban inhabitants. This article presents the most relevant aspects of the #eCity‐Sevilla project, a successful case of a sustainable public‐private innovation ecosystem. To this end, we take the Quintuple Helix Model as our reference, with a view to identify project stakeholders and better understand their relationships and objectives. Our data derives from secondary sources as well as from a set of in‐depth interviews with key informants. In the final section, the main theoretical and practical implications of our study are discussed.
