Towards a phenomenology of poverty: Defining poverty through the lived experiences of the ‘poor’

Abstract: This article argues for the importance of defining poverty from the perspective of those who experience poverty. How poverty is defined and operationalised is critical to policy and academic debates, as this is intertwined with explanations, causes, and possible solutions. Yet current definitions are typically provided by the ‘non-poor’. What we lack is knowledge of whether these definitions of the concept are similar to or different from those understood and conceptualised by those experiencing poverty. Austr… Show more

“…The Combating Persistent Poverty, 10-20-30 Works report highlighted the success of the 10-20-30 formula and suggested its expansion as a next step, [77] with actual expansion enacted under the Targeting Resources to Communities in Need Act of 2022 [75]. In the US and in other countries, national conversations about poverty are often rooted in an income-based, poverty-line approach [78,79]. Because of the wide-ranging impact stemming from how poverty is understood, assessing and enriching that understanding becomes critical.…”

“…The etiology, impact, and experience of poverty differs for the many communities that make up the US [74] -from the Colonias of the Rio Grande to the counties of Central Appalachia to Indigenous communities and inner cities. Basing conversations primarily on income means they are disconnected from the lived experience of poverty, the reality of people's lives, and their living conditions [78,79]. Scholars studying poverty have pointed to the need for an approach rooted in community realities to understand how policies and interventions achieve varying levels of success or create unintended consequences such as exacerbating disparities [80].…”

“…Dahal (2022) suggests that the research on lived experiences should adopt a multi-layered approach to the meanings attached to it and practices carried out by social actors at a given temporal-spatial context. Therefore, the investigation of lived experiences in relation to the welfare delivery is the rediscovery of their voices that are marginalised in the society (Reeves et al, 2020). Consequently, what is lacking is a conceptual framework to theorise the welfare claiming experiences in relation to the social systems at different levels.…”

“…With regard to the notion of lived experience, Mcintosh and Wright (2019) hold that individuals' social positions produce and mediate shared experiences, and social policy researchers should unfamiliarise and locate those taken‐for‐granted events and the personal interaction with a set of institutions. Knowledge about poverty and welfare could not be divorced from the sense‐making of people below the poverty line in claiming benefits (Reeves et al, 2020). Patrick (2017) proposes a bottom‐up approach to the conditionality regime, considering the gatekeeping process of recipient governance as ‘everyday citizenship’.…”

“…Sifat miskin cenderung multidimensional (Alkire et al, 2017;Alkire & Foster, 2011) sehingga beberapa pakar mengkategorikannya secara bermacam-macam. Bila diamati dari tingkat keparahannya, terdapat dua jenis kemiskinan yakni kemiskinan absolut dan kemiskinan relatif (Decerf & Ferrando, 2022;Foster, 1998;Reeves et al, 2020; Aun Falestien Faletehan / Kemiskinan Kronis Berkelanjutan di Masyarakat Kawasan Hutan Rejekingsih, 2009). Bila dinilai dari faktor penyebab kemiskinan, maka terdapat tiga macam kemiskinan, yakni kemiskinan natural, kemiskinan kultural dan kemiskinan struktural (Brady, 2019;Sumodiningrat, 1998).…”
